摘要
水龙头产品质量安全问题关系到人的生命财产安全，更关系到一个国家、
一个区域的经济、政治和社会稳定。南安市作为中国重要的水龙头产品生产和
出口基地之一，在近年来在经济转型过程中饱受产品质量问题的困扰

本文以南安市水龙头产品质量安全管理体系建设为中心，综合运用规范分
析、文献研究、案例分析和系统分析等方法，系统分析了水龙头产品质量安全
问题的现状和产生问题的原因

本文阐述了南安市水龙头行业发展情况，对其质量安全的现状和产品质量
安全管理体系现状进行分析，指出他们存在的问题，在全面分析的基础上，对
南安市在水龙头产品质量标准、质量安全检测技术、质量安全信息服务及市场
监管等方面存在的问题进行了探讨

最后文章运用管理理论和信息经济学相关理论的思想，从构建完善水龙头
质量标准体系、水龙头质量全程控制技术体系、水龙头质量信息服务体系和水
龙头质量监控管理体系四个方面对南安市水龙头产品质量安全管理体系提出了
总体构想、建设思路和相关对策。在构建完善水龙头产品质量标准体系方面，
认为应加大标准清理、修订和研制工作力度，要加强标准化示范区建设。在构
建完善水龙头产品质量全程控制技术体系方面,认为要在原材料采购、加工制造
和运输领域做好产品质量检测工作。在构建完善水龙头质量信息服务体系方面，
认为政府相关部门应建立水龙头质量安全信息征集制度和全面履行水龙头质量
安全信息披露制度、及时准确地向社会公开，要鼓励相关企业诚实公布企业产
品质量安全信息。在构建完善水龙头产品质量监控管理体系方面，认为要结合
南安市实际，向制定检验标准的部门争取建立符合实际的检验标准，健全产品
质量检测体系、健全全程监督体系

在上述总体构建的基础上，认为应进一步整合相关部门职能、推动行业组
织与社会监督常态化等方面的相关配套措施建设

Abstract
Product safety issues not only have much to do with human survival and health,
but also with the economic, political and social stability of a country and a region,
directly affecting the reputation of a country in international trade. As an important
faucet production and export base, Nan’an has been plagued by quality problems in its
economic transformation in recent years.
Centering on establishment of faucet product quality and safety management
system in Nan’an, this article combines theory with normative analysis, systematic
analysis ,case analysis and other methods to the systematically analyze the present
situation of faucet product quality and safety and the causes of relevant problems.
This article describes the development of Nan’an faucet industry, analyzes the
current situation of faucet product quality and safety and faucet product quality and
safety management system in Nan’an , points out the problems existing in faucet
product quality and faucet product quality and safety management system in Nan’an,
and based on the analysis of the current situation of faucet product quality and safety
management in Nan’an, figures out the problems existing in faucet product quality
standards, quality and safety testing technology, quality and safety information services,
market regulation, etc..
At last, utilizing management theories and basic theories and ideas of information
economics, this article puts forward overall conception, establishment scheme and
relevant measures with respect to faucet product quality and safety management
system of Nan’an by elaborating on establishment and improvement of the following
four systems: faucet quality standard system, faucet whole-process-quality-control
technology system, faucet quality information service system, and faucet quality
monitoring and management system. As for establishment and improvement of faucet
product quality standard system, the writer believes that the standard removal, revision
and formulation should be further carried out, standardization demonstration area
should be further constructed, and environmental supervision should be strengthened.

technology system, the writer holds that product quality inspection should be
conducted in raw materials procurement, processing, manufacturing, and
transportation. As for establishment and improvement of faucet quality information
service system, the writer insists that enterprises should be encouraged to truthfully
disclose faucet safety and that the government should establish quality and safety
information collection system and faucet quality and safety information disclosure
system. And as for establishment and improvement of faucet quality monitoring and
management system, the writer suggests that legal system should be improved and both
inspection/testing system and whole process supervision system should be established.
Based on the foregoing overall conception, the writer believes that supporting
measures should also be taken, i.e., the functions of government should be integrated;
the industry organizations and social supervision of normalization should further be
promoted.
