摘要
采购管理是指对采购管理过程中从计划下达、生成订单、执行订单、到货接收、
检验入库、采购发票的收集到采购结算的全过程的各个环节状态进行严密的跟踪、监
督,实现对企业采购活动执行过程的科学管理。这是一种以成本为主要手段优化管理
方法,并且是一种得到了行业和实践的普遍认可的对采购行之有效的管理理念。通过
此种管理方法,不仅将管理视野在企业内部部门横向和纵向拓展,对外横向将成本的
含义扩展到了整个采购管理上企业的作业成本,纵向扩展到了企业之间的交易成本

通过这种系统化的管理的最终目的是为了控制、降低和优化整个采购管理环节中的总
成本

本文主要从采购管理的角度分析了 H集团现有医院采购管理体系的现状、存在的
问题和成因,并针对问题产生的原因采取明确采购管理的战略思路、建立采购管理组
织、培养采购成本管理理念、ABC分类法、经济批量核算、优化物流配送路径、采购
模型建立、高效供应商管理等主要手段来优化采购管理系统。本文通过案例的方式来
研宄和改善H集团现有医院采购管理的主要问题,所以这些案例都是集团实际经营过
程中非常典型和普遍存在的

在本文的研宄中,对釆购管理过程中较突出的问题都是以案例的形式进行研宄、
改善,这些案例也都是H集团现有医院采购管理的实际改善项目

通过系统实际的管理改进,H集团现有医院药品采购成本由原来占营业收入的48%
降低到30%,物流配送及时性由原来的7天提升到3天。采购管理工作人员由原有的
50人降低到29人。通过上述管理的优化,既降低了资金成本,又提升了工作效率

同时,作为H集团新医院投资人员之一,作者结合论文写作时集团新投资医院采
购管理系统中暂存的一些其它未解决的问题,提出了下一步采购管理在新医院中的推
进建议

Abstract
Purchasing Management refers to the restrict tracking and supervision of every part of
the whole purchasing process, this process is from making plans, generating purchase
orders, implementing these orders, receiving goods, inspecting and storing commodity,
collecting purchasing invoice to settling accounts. In addition, this Management aims to
realize the scientific and optimized management of the purchasing implementation process.
The major approach employed in this Management is cost management, and it has become
an effective management theory widely accepted in industrials and practices. In this way, the
enterprise not only covers its horizons of management with all aspects of the interior
enterprise , but also extends the connotation of cost to the whole purchasing management
between enterprises’ operating cost and transaction cost. The goal of this systematized
management is to optimize the entire purchasing management, and to reduce the total cost.
This thesis mainly analyzes the present situation ,the existed problems and the causes of
the problems of the original purchasing management system of H group from the perspective
of purchasing management. Besides, this thesis provides some measures to solve these
problems and optimize the purchasing management system on the basis of the causes of
these problems, this including the specification of the strategic thinking, the establishment of
the purchasing management organizations, the cultivation of purchasing management
theory,八BC classification, the economic order quantity model,the optimization of logistics
distribution route and procurement model. This paper researches for and tackle with H
groups main problems of purchasing management by analyzing cases , and these cases are
typical and universal in the process of actual operation.
In this study, the prominent problems in the process of doing research for purchasing
management are researched and improved by case analysis, and these cases are also the
actual improvement projects to optimize purchasing management in H group.
Through optimizing the purchasing management system, the cost of purchasing
medicines of H group has reduced to 30% from 48% of the revenue, the time of dispatching
logistics has decreased from 7 days to 3 days. The faculty of Purchasing Management have
been reduced from 50 to 29 . Through the optimizing of these mentioned methods of

management, not only the cost of capital has reduced, but also the efficiency of work has
improved.
Meanwhile,as one of the investors of the new hospital of H group,the author puts
forward some suggestions to promote the application of purchasing optimization
management in new hospital in the following process.

第1章绪论
1.1研究背景
在过去经济飞速发展的数十年中,我国经历了改革开放的“春天”,经济建设曰新
月异,取得的巨大成就,让我国由经济弱国跨入了经济大国的行列。在几十年的发展
中,我国经济也从内向型经济开始逐步向外向型经济转变。从1992年开始,我国正式
确定开始建立社会主义市场经济体制,一切经济活动都在市场经济原则的指导下开展

2001年,随着加入世界贸易组织,我国经济发展更是日新月异;1993--2003年,国有
工业产值占工业总产值的比重由47%下降到38%,非国有工业产值的比重则由53%上
升至62%。2010年,我国经济总量超过日本,由此一跃成为全球第二大经济体。但是,
由于近年受世界金融危机的影响,近几年世界经济的增长均未达到预期,2016年全球
经济增长率比上一年度还有所放缓。而造成这种下降的主要原因是由于发达国家经济
增速明显回落造成的,发展中国家与新兴市场倒是有望结束连续5年的增速下跌趋势

由于我国的产业结构还不合理,技术水平不高,资源环境压力增大,以及逐年上升的
税收成本、人力资源成本等居高不下,给现代化企业发展也提出了严峻挑战

目前,血液透析是ESRD患者在除去肾移植外主要的也是普遍被采用的的治疗方
式。到2013年底,国内血透市场整体规模将接近200亿元。但是,治疗覆盖率不足
15%(即2013年底,治疗人数仅约35万),预计到2020年,获得治疗人数将提升至
135万人,市场规模将超过700亿;但是,巨大的佐疗资源缺I】,依然无法满足剩余约
370万患者的治疗需求,短时间内这种状况得不到根本性扭转。目前,我国对于血液透
析患者佐保费用的支付比例普遍在60%-90%,即便做到目前的支付程度,每年医保资
金仍然有接近千亿的缺口。虽然6年4倍的CAGR仅22%,但是,即使是最近几年
发展十分迅速的互联网市场,规模也仅从07年的170亿元至今6年扩增6倍至13
年底的1100亿元,而我国预计血液透析未来6年的CAGR至少将维持在20%-25%的
水平,并将随着大病医保的支Mi上调逐步提速。而且,便随着国家政策的利好,市场
竞争环境将更加激烈,国内外企业都试图完成从上游血透药品、器械、耗材、设备等
产品到下游临床治疗、服务的全产业链布局。因此各民营血液透析医院均试图通过整
合资源、连锁经营、树立品牌、加强管理、提升服务等方式来降低运营成本,获取更
大的市场份额
