摘要
近年来,以PM2.5为主导因素的区域雾霾现象日趋严重,火力发电厂节能、
环保技术改造项目被迫集中实施,“超低排放”成火电机组争相追逐的减排目标,
对其技术改造方案进行综合评价是保障项目投资达到预期收益目标的重要手段

本文基于研究绿色发电企业社会责任理论、绿色发电技术经济学理论、费用
效益基本理论,同时引入层次分析法、专家评价法及模糊综合评价法,建立了绿
色发电项目优选综合评价模型,着重阐述了以除尘改造项目为代表的典型绿色发
电项目的经济评价及环境效益分析过程,并将经济评价结果及环境效益分析结果
作为评价指标,与技术指标及环保指标合并。构建了火力发电厂以除尘器改造为
代表的绿色发电项目优选指标体系,建立模糊综合评价模型,对沧东公司除尘工
艺方案进行综合评价研究,最终确定湿式除尘器加装为除尘绿色发电项目的优选
方案。为其选择经济适用的绿色发电改造技术提供了合理的依据,避免了电厂在
绿色改造技术方案选择上的盲目性,为其他同类型燃煤电厂的绿色发电技术改造
提供了有益的借鉴

ABSTRACT
In recent years, with PM2.5 as the dominant factor of regional haze phenomenon
has become increasingly serious, the technological transformation projects of thermal
power plant energy conservation and environmental protection was forced to focus on
implementation, ultra-low emissions is the target that thermal power plants have
been pursued, comprehensive evaluation of the technical transformation project is an
important means to achieve the expected return of the investment.
Based on the research on the theory of social responsibility of green power gen-
eration enterprise, green power technology economics theory, the basic theory of cost
effectiveness, the methods, such as the analytic hierachy process(AHP) and experte-
valuation method and fuzzy synthetic evaluation method are introduced, the compre-
hensive evaluation model of green power generation project is established,The eco-
nomic evaluation and environmental benefit analysis process of the typical green
power generation project represented by the dust collection reconstruction project is
described.And the results of economic evaluation and environmental benefit analysis
are used as evaluation indexes,with technical indicators and environmental indicators,
the optimization index system of the green power generation project, which is
represented by the dust collector of the thermal power plant was constructed.
This paper established a fuzzy comprehensive evaluation model, studied on compre-
hensive evaluation of dust removal process for Cangdong company, finally, the opti-
mization scheme of the wet dust collector to remove the dust for green power genera-
tion project was determined.The reasonable basis for the selection of affordable and
applicative green power technology will be provided, the blindness choice in the
green power plant transformation technology will be avoided, the useful reference for
the transformation of green power generation technology of the other same types
coal-fired power plant will be provided.
