本文的研究对象是重庆市的 AT 工业园区。经过多年发展，AT 园区已形成了以
汽车产业、摩托车产业、机电产业等优势产业为主的产业格局。本文以主导产业选
择、主导产业发展理论作为研究基础，对 AT园区的情况进行了调研与分析，基于实
地调研搜集到的资料，本文分析了现有发展战略存在的问题，认为多元化战略不适
应 AT 园区当前的发展。因此，本文的研究目的在于以下三点，首先，帮助 AT 工业
园区进行发展战略层面的调整，明确发展主导产业战略的必要性；第二，为 AT 工业
园区设计一套分析主导产业选择决策的流程，为其选择合适的产业作为主导产业；第
三，为 AT 园区实施主导产业战略设计发展规划
本文采用文献研究法对工业园区、主导产业等理论内容进行了梳理，奠定了文章
的理论基础。而在进行主导产业选择决策时，本文通过问卷调查法获得了专家对主导
产业选择指标体系中各指标的评分数据，并结合层次分析法等方法、定性与定量结合
法等方法，综合形成了 6 个优势产业的得分排序，最终确定了 AT 工业园区适宜选择
的主导产业
本文基于定性与定量相结合的方法，最终选择汽车及零部件产业作为 AT 园区未
来发展的主导产业。汽车产业最终综合得分，分值最高，且重庆市内以汽车作为优势
产业的园区相对较少。因此，对 AT工业园区来讲，要选择数量适中的主导产业，且
要与其他园区做到差异化生存、差异化发展，最合适的主导产业是汽车产业。汽车
的种类、型号极多，汽车制造的工艺流程复杂，因此汽车行业的上下游企业庞大，
是社会经济的支柱产业，汽车行业也是重庆市及 AT 园区传统的优势行业，是最合适
的主导产业选择。本文在确定汽车产业作为 AT 工业园区的主导产业后，对其发展环
境进行了分析，并从改进招商原则、改进招商策略、制定招商活动策划这三个方面，
为 AT 园区发展汽车产业制定了具体的招商策略。最后，本文介绍了 AT 工业园区未
来发展主导产业所必需的几方面保障，包括组织保障、资源保障、管理保障和人才
保障
本文的研究意义主要是实践层面的意义。本文确定了汽车产业（含汽车整车与相
关零部件产业）作为 AT 园区未来发展的主导产业，并制订了以强化主导产业优势地
位为核心的园区发展战略，加快汽车及零部件产业集群的形成，推进 AT园区产城深II
度融合，对AT园区的重新规划有助于将原有的汽车及零部件企业聚集起来，从而达
到降低生产经营成本，完善配套设施，增强 AT 园区竞争力，吸引更多投资商的目
的

Abstract
The industrial park is set up by the government as a special area , by transfering an
urban land for industries. The development of industrial park needs to satisfy various
constraints, including the government policy, choice of their own resources endowment,
industrial concentration, market environment, industry development and other aspects of
constraints. Therefore, In the current macroeconomic downturn, need according to the
macro environment and the resources endowment to strategic planning adjustment of
industrial park, industrial park to better sustainable development.
The study was conducted on the AT industrial park in Chongqing. After years of
development, The AT industrial park has formed an industrial structure that dominated by
the automobile industry, motorcycle industry and electromechanical industry. Based on the
dominant industry choice theory as a foundation for research, this paper made an
investigation and analyzed on the situation of the The AT industrial park. Based on field
survey collected data, this paper analyzes the existing problems of development strategy,
don&39;t think diversification strategy adapt AT the current development. The purpose of this
study was about three points, first of all, to help the AT industrial park to adjust
development strategy, to clear the necessity of the development strategy of leading industry;
Secondly, to design a process for analyzing the selection of decisions in an industrial park
and to choose the right industry as the leading industry; Thirdly, to implement the strategic
design and development plan for the TheAT industrial park.
In this paper, the paper discussed the theoretical content of industrial parks and
leading industries, and lay the theoretical foundation for the article. And when making
decisions in choosing the leading industry, this article through the questionnaire survey for
the choice of leading industry experts score of each index in the index system data, and
combined with analytic hierarchy process (AHP) method, in combination with qualitative
and quantitative methods, such as comprehensive score sorting formed six advantage
industries, ultimately determine the appropriate choice of leading industry AT industrial
park.
Based on the combination of qualitative and quantitative, this paper finally selects the
automobile and parts industry as the leading industry in the future development of The AT
industrial park. The car industry&39;s final overall score was 86.736, the highest score and
relatively few in chongqing, where cars are the dominant industry. For an industrial park,
therefore, to choose a reasonable number of leading industries, and with other park doIV
differential survival, differentiation, development, the most appropriate is the industry
leading industry. The type and model of cars are so many and the automobile
manufacturing process is complex, so the automobile industry has many upstream and
downstream enterprises, being the pillar industry of social economy. The auto industry is
also in chongqing, and AT the traditional advantage industry is the leading industry choice
of most appropriate. In this paper, in determining the auto industry as the leading industry
of the ats industrial park, analyzes its development environment, and from the
improvement investment principles, improve investment promotion strategy, making
investment promotion activity planning, the three aspects of for the AT park development
automobile industry has made a specific investment strategy. Finally, this paper introduces
an industrial park necessary aspects to ensure the future development of leading industries,
including organization, resource, management, security and human security.
The significance of this article is mainly practical. This paper determines the
automobile industrial as the AT industrial park for the future development of leading
industries, and develop the advantage position to strengthen leading industry as the core
zone development strategy, speed up the formation of the automobile and parts industry
cluster, push the AT park depth fusion, production of the AT park to plan will help the old
cars and parts enterprises gathered together, so as to reduce the production and business
operation cost, improve the supporting facilities, strengthen the competitive power for the
AT garden, attract more investors.
