摘要
随着市场经济的发展和革新，商业模式也在不断变化，经济的载体也变得多样
化，从传统的公司为主体的企业组织形式，到以产业、企业集聚为主体的商务区和
工业区等；而近些年，随着民营企业的不断发展和壮大，雄厚的民营资本也积极参
与到产业平台的建设中来，其中最为典型的就是产业园。从国内外的经济发展经验
来看，产业园是促进一体化管理发展，提高企业竞争力，实现规模效应的有效途径
和重要载体。产业园自产生以来，功能不断健全，管理也不断完善，成为集孵化功
能、示范功能、集聚功能和社区功能为一体的产业平台或企业集聚平台；承载着加
速企业发展壮大、促进创新和成果转化的重要使命，已经位居国家和地区经济发展
规划和战略的重要地位，在很大程度上不仅实现了产业园内入驻企业的良性、健康
发展，也促进了区域经济转型、升级和跨越发展。然而，随着产业园建设步伐的不
断加快，产业园的管理问题也日益凸显。管理体制的不成熟，运营机制的不科学，
产业整体规划不足，入驻企业横向联系的薄弱，同质恶性竞争激烈、平台搭建的滞
后等等问题无不阻碍着产业园的可持续发展

本文通过分析一通医疗健康产业园在运营过程中存在的管理困惑，研究一体化
管理模式对一通医疗健康产业园内部管理和对园区企业成长的促进作用；分别从纵
向一体化管理和横向一体化管理展开研究，剖析如何通过纵向产业链或供应链的整
合实现园区内相关企业的纵向引进、整合，促进上下游企业的链式、创新发展；同
时，通过资源共享、信息交流网络、市场营销网络、研发投入的外部性、知识外溢
的渗入性等横向服务实现园区企业之间管理协调及多元化协同，达到园区企业的横
向整合；从而实现园区的纵横一体化管理，实现园区产业结构的优化、企业运行效
率的提高、成本的节约以及创新的集中和转化，促进规模效应和溢出效应。最终，
通过一通医疗健康产业园的一体化管理模式的研究和实践，为其他地区的产业园或
其他产业类别的产业园规划和管理提供借鉴意义

Abstract
With the development and innovation of market economy, the business model
changes all the time, and the carrier of the economy also becomes more and more
diversified. The form of economy carrier changes from the traditional company and
traditional enterprise organization, to industry and business agglomeration, etc. And in
recent years, with the continuous development of private enterprises, private capital is
also actively involved in the construction of industrial platforms, one of the most typical
form is the industrial park. From the domestic and international economic development
experience, industrial park is a very effective way to promote the development of
integrated management, improving the competitiveness of enterprises, and achieving
scale effectiveness as a form of economy carrier. Since the emerge of the industrial park,
its function has been continuously improved, as well as its management. It has become
an industrial platform or enterprise gathering platform which integrates hatching function,
demonstration function, agglomeration function and community function. It carries out
the mission of development and expansion of enterprises, promoting innovation and
accelerating the transformation. It has been ranked in the position of national and
regional economic development planning and strategy. However, with the accelerating
pace of industrial park construction, the management of industrial parks has become
increasingly prominent. And problems of management of industrial park become a hot
topic.
This paper analyzes the integration management confusion of e-Park in the course
of operation, based on the horizontal integration management and the vertical industry
chain or supply chain integration management. This paper will focus on the strategy of
the integration management in e-Park, achieving a comprehensive and effective industry
park management model. Also, it will provide reference for other regions of the industrial
park or other industrial categories of industrial park management.
