同时，作为服务于民、造福百姓的政府部门，依靠“土地财政、政府兜
底”方式搞民生工程的方式已难以为继，资金供需之间的矛盾与日俱增。这
种趋势促使政府变革旧有的作风，开始探索更好的资金筹措方法。从争取上
级资金，引入社会资本，取得金融机构支持以及发挥群众自筹意愿等方面着
手，努力提高自身资金筹措的水平
本文选择了提高棚户区改造资金筹措能力作为研究方向，通过调查统计
法，比较研究法，案例研究法进行资料分析归纳；另外，运用时间序列法建
立 ARIMA 模型以及线性回归模型来分别论证了政府债务攀升的严峻形势和
棚户区改造资金未来需求快速增长的状况，指明了提高棚户区改造资金筹措
能力的必然性和重要性，只有提高了资金筹措的能力，才能加快推进棚户区
改造、缓解地方财政压力、搞好精准扶贫工作、推进城镇化建设进程进而帮
助城市赢得竞争力。接着，笔者通过对大量的数据资料分析，探讨了目前贵
阳市棚户区改造资金筹措的现状和问题，指明贵阳市的棚户区改造资金筹措
仍处于初始的探索阶段，和发达国家以及国内部分城市相比还存在一定差距
笔者认为，提高贵阳市棚户区改造筹措资金的能力不是一蹴而就的事情，
需要政府、平台公司、社会资本、金融机构、群众以及社会各界人士的共同
努力，政府调动各个角色的积极性并且平衡利益关系是提高筹措资金能力的提高贵阳市棚户区改造资金筹措能力的思考关键。由此文章针对如何提高贵阳市棚户区改造资金筹措能力的七大具体对
策，地块上从项目本身出发做好整体统筹平衡；战略上坚持规划引领多元化
开发相结合来提高地块价值；主体上发挥政府主导作用以搞好资源协调工作；
政策上用好用足已有政策并创新特色机制；资金上积极争取各类上级资金；
效率上准确把握时间节点提高资金使用效率；创新上大胆尝试 PPP 以及资金
证券化模式，多措并举达到提高筹措资金的效果
总而言之，资金筹措是棚户区改造中所面临的重要工作，是解决棚户区
改造困境的关键所在。面对这样的挑战和机遇，贵阳市必须努力提高自身业
务水平，扎实各项基础工作，大胆创新各种模式，从各方面提升自己在资金
筹措上的能力和贡献度

As a major project concerning people’s livelihood and development, the
reconstruction of shanty towns is an important measure carried out by China to
reconstruct old and dangerous houses in towns and cities, improve the living
conditions and living environment of poor families, perfect the functions of cities,
promote the coordinated development of society and economy and realize cities’
strategic aim of modernization. It undertakes the “housing” dream of millions of
people with medium and low-level incomes. Meanwhile, the residents of shanty
towns are also in urgent needs of the improvement in their living environment. As
the commercial values of each region becomes high and the reconstruction of
easily-reconstructed regions is basically completed, the reconstruction of shanty
towns in the “13
th
Five-year Plan” is a difficulty that can hardly be solved.
Meanwhile, the biggest problem of capital also becomes increasingly significant;
capital-raising becomes increasingly difficult and the contradictions between
supply and demands need to be solved urgently.
Meanwhile, governmental departments that serve and benefit the masses can
hardly continue carrying out livelihood projects by the means of “seeking revenues
through land and making governments paying off all debts”. Moreover, the
contradictions between capital and supply increase keep increasing. This tendency
urges governments to reform their former manners and start to explore better
methods of raising capital. For example, they should try to apply for capital from
superiors, introduce social assets, win support from financial institutions and give
play to the role of the crowds’ willingness of raising capital themselves, thereby
working hard to improve their levels of raising capital independently.
This paper researches the improvement of Guiyang’s capacity of raising
capital for reconstructing shanty towns. By adopting the research statistic method,
the comparative research method and the case research method, the thesis analyzes
and summarizes relevant materials. Meanwhile, the thesis adopts the timeThoughts on Improving Guiyang City’s Capacity of Raising Capital for Reconstructing Shanty Townssequence method to set up the ARIMA model and linear regression model to prove
the severe situation of increasing governmental debts and the fast increase in the
demands for raising capital to reconstruct shanty towns. Meanwhile, it points out
the necessity and importance of improving the capacity of raising capital for
reconstructing shanty towns. By improving its capacity of raising capital, Guiyang
can accelerate its process of reconstructing shanty towns, alleviate the financial
pressure on local government, carry out precision poverty-relief work and promote
the construction process of urbanization, thereby helping the city to win over
competitiveness. Next, the author analyzes a large number of data materials,
discusses the current status and issues in the capital-raising of Guiyang City for
reconstructing shanty towns. Meanwhile, the author points out that Guiyang’s
capital-raising for reconstructing shanty towns is still in the preliminary phase of
explorations and there is a gap between it and cities in developed countries and
partial cities in China.
The author of the thesis thinks: The improvement of Guiyang City’s
capital-raising capacity for reconstructing shanty towns can be accomplished with
one action. Instead, it needs the joint efforts of the government, platform
companies, social assets, financial institutions, the masses and personnel of all
walks of life in the society. Meanwhile, the government’s effort of motivating the
initiative of all roles and balancing the relations between interests is the key to
improving its capital-raising capacity. For this reason, the thesis proposes seven
specific countermeasures of improving Guiyang City’s capacity of raising capital
to reconstruct shanty towns: Regarding the project, carry out an overall and
coordinated balance; regarding strategies, it should improve the values of land by
insisting on “planning leads diversified development”; regarding the object, it
should give play to the government’s orientation role to carry out allocation of
resources; regarding policies, it should utilize the current policies and make
innovations in characteristic mechanisms; regarding the capital, it should try to
seek various types of capital from superiors actively; regarding the efficiency, it
should master time nodes to improve the efficiency of utilizing capital; regarding
the innovation, it is necessary to try PPP and capital stock model and adopt various
types of measures to reach the outcomes of improving raised capital.AbstractIn conclusion, capital-raising is an important task faced by the reconstruction
of shanty towns and is the key to solving the difficulty of reconstructing shanty
towns. Faced with such a challenge and opportunity, Guiyang City should work
hard to improve its business level, implement basic work with steady efforts and
make bold innovations in various models, thereby improving its capacity of and
contributions to capital-raising.
