摘要
我国“十三五”发展规划提出京津冀协同发展,打造世界级现代化城市群的国家
战略。同时。自由贸易试验区、北方经济中心、国家重点支持开发幵放的国家级新区
建设的实施,对天津滨海新区既是丁载难逢的历史机遇,也是产业结构调整和提升的
严峻挑战。经过多年的发展,滨海新区现代产业体系初步形成,大飞机、大火箭、大
炼汕、大机车为代表的高端新兴产业呈现增长态势。然而,在京津冀产业对接过程中,
滨海新区需要落实国家对天津市的功能记位及主导产业选择,因此新区产业结构的调
整和优化问题尤为重耍,有必耍对新区现苻产业结构进行深入研究,借鉴国内外成功
经验,寻求可行性对策,以实现经济与社会、自然、人的和谐发展为目标,促进滨海
新区新的腾飞

本文主要探讨了京津冀协冋发展战略指导下,滨海新区产业结构的现状、问题和
优化的路径与对策

文章首先介绍了国家“十三五”规划对京津冀协同发展的要求,研究背景及滨海
新区产业结构调整的必要性,产业结构优化的国内外研究综述及相关理论。通过分析
滨海新区产业结构发展现状、现阶段存在的问题和新常态下产业结构呈现的新特点,
论述了滨海新区产业结构调整的迫切性。京津冀产业对接是京津冀协同发展的关键环
节和重要领域,在此基础上,本文通过国外产业对接的成功经验,利用2012年京津
冀地区投入产出数据,对京津冀产业结构进行比较,分析产业对接的现实基础,并通
过产业关联系数及产业自给率等指标,对三城市主导产业及产业对接方向进行研究

然后结合天津市的区位优势、资源现状和产业分布,提出了滨海新区的产业结构调整
的战略重点

最后,该文依据滨海新区产业的历史现状和资源特色,对每个主导产业的现状问
题和发展对策进行了分析。论述了滨海新区在制定产业结构调整政策时,应该处理好
的重要环节,并有针对性地提出了产业结构调整的一系列可供决策参考的政策性建
议

Beijing Tianjin Hebei collaborative development strategy, free trade zone and the northern
economic center, the national focus on supporting the development and opening of the
national district, is a rare historical opportunity for the development of Binliai New Area.
But the rare historical opportunity for development mode to the traditional manufacturing
industry as the leading industry and the unreasonable industrial structure put forward a
severe challenge. Therefore, it is necessaiy to further study the leading industry and the
industrial structure of Binhai New Area, in order to achieve economic and social, natural,
harmonious development of people to seek countemieasures as the goal, promote, Binliai
New Area economy develop rapidly under these historical opportunities.
This paper mainly discusses the Tianjin Industrial docking process under the background of
state function and the choice of leading industry in Tianjin City, and put forward the Binhai
Industrial Development Path and positioning target, and on the basis of how to adjust the
industrial structure problems.
This paper first introduced the 13th Five-Year national plan on Beijing Tianjin Hebei
coordinated development, the necessity of the research background and the Binhai New
Area of industrial structure adjustment, industrial structure optimization of the industrial
structure at home and abroad research and the related theoiy. Through the analysis of the
status of the industrial structure development of Binhai new area, new characteristics of the
current industrial structure problems and under the new norm, discusses the urgency of
Binhai Industrial restructuring. Tianjin Industrial docking is important areas and key links
of Beijing Tianjin Hebei coordinated development, based on the successful experience of
the domestic and foreign industrial docking, using 2012 input-output data of Beijing
Tianjin Hebei region And to compare the industrial structure of Beijing Tianjin Hebei, the
analysis of the real basic industrial docking, and through industrial correlation coefficient
and industrial self-sufficiency rate and other indicators, conducts research on the leading
industry and the industrial docking direction of three city. Then combined with the Tianjin
city location, resources and industrial distribution, put forward the strategic focus of the
adjustment of industrial structure of Binhai New Area.
Finally, according to the historical situation and characteristics of resource industiy in
Binhai New Area, each of the leading current problems and development countermeasures
are analyzed. Discusses the important link of Binhai New Area should be well dealt with in
the development of the industrial structure adjustment policy, and puts forward the
adjustment of industrial structure of a series of reference for decision-making the policy
suggestions.

1.1研究背景和意义
1.1.1 “十三五”规划对京津冀协同发展的要求
国家“十三五”规划纲要在加快城市群建设中提到,优化提升东部地区城市群,
建设京津冀世界级城市群,在推动区域协调发展篇中,又强调以区域发展总体战略为
基础,以京津冀协同发展为引领,形成沿海、沿江、沿线经济带为主的纵向横向经济
轴带,塑造要素有序自由流动、主体功能约束有效、基本公共服务均等、资源环境可
承载的区域协调发展新格局。又用了一章的内容强调推动京津冀协同发展,坚持优势
互补、互利共赢、区域一体,调整优化经济结构和空间结构,探索人口经济密集地区
优化幵发新模式,建设以首都为核心的世界级城市群,辐射带动环渤海地区和北方腹
地发展

全国第一个跨省市的区域“十三五”规划一一京津冀“十三五”规划打破了三省
市“一亩三分地”思维定式,深入地剖析了“十三五”时期,京津冀地区发展面临机
遇、挑战、新的战略选择,明确了北京、天津、河北如何在“十三五”时期打破“一
亩三分地”思维,下好“协同发展”这盘棋。规划明确了 “十三五”末的任务目标,
即到2020年,首都“大城市病”得到有效缓解,京津冀地区将构建起国际一流的航
空枢纽和世界级的现代港口群,围绕首都功能定位,全面提高服务国际交往的软硬件
水平,作为国际级城市群,加强与长江经济带的联动,建立起统一规范的市场体系,
并围绕协同发展探索建立行政管理、生态环保、产业和科技创新等一系列协同联动机
制等

京津冀协同发展的顶层设计一《京津冀协同发展规划纲要》中确定了天津市在京
津冀协同发展中的功能定位:全国先进制造研发基地、北方国际航运核心区、金融创
新运营示范区、改革开放先行区。这一功能定位结合天津实际,同时又赋予了天津更
大责任和更多期望。不仅反映了国家对天津的比较优势、城市功能、发展方向有准确
深刻把握,也为天津在京津冀协同中所要扮演的历史角色指明了方向。对于滨海新区
来说,作为京津冀地区的第一个国家级新区,天津改革开放主战场,更应在京津冀协
同发展中,切实发挥好区域经济发展排头兵的作用

贯彻落实好《京津冀协同发展规划纲要》对天津的任务要求,积极疏解北京非首
都功能,将是滨海新区重大的历史机遇。客观上,滨海新区有港口、实体经济等比较
优势,有了聚集市场要素资源的吸附载体,通过借助现有基础优势,大力推进高端制
造业和生产性服务业的发展,可以切换发展动能,促进产业升级,提高对京津冀区域
的辐射带动能力,最终提高综合经济实力与核心竞争力,促进天津实现可持续发展和
京津冀协同发展战略的实现
