摘要
绩效考核历来都在人力资源管理中占据重要位置,它既是评价内部员工工作效率和
业绩的一种方式,又可以作为一种参考,能较为公允的评价出员工工作绩效以便于对其
进行适当的奖惩。在企业内进行绩效考核对员工和企业都颇为重要。因此,如何构建完
备的绩效考核机制是企业核心竞争力的重要体现之一。电力行业的相关企业作为中国大
型能源供应型企业中的典型代表,有着在资金、科技、人才等方面集聚度高的特征,怎
样激发出员工的工作积极性,使其为企业做出最大贡献,是供电企业进行“两个转变”
改革的一个关键难点。尤其是目前国内正进行着“三集五大”的体系构建,电力行业的
相关企业已将绩效考核当成是企业加强对内部员工管控的一个重要途径,如何将绩效考
核机制完善化是企业急需解决的一个难题。所以本文选择以西安供电公司本部绩效考核
研究为题,从以下方面进行探讨,以期为相关的理论和实践研究提供参考

本文采用了案例分析法、文献检索法、经验总结法、分析归纳法、问卷调查等研究
方法,从以下方面对西安供电公司本部绩效考核体系展开调研。首先,绪论。阐述了研
究背景及意义,分析了国内外研究现状,介绍了本文的研究内容与研究方法,画出了本
文的技术路线图。其次,理论基础。界定了相关的概念;分析了绩效考核的目标及功能;
阐述了绩效考核的原则;并分别阐述了绩效考核体系:绩效计划、绩效计划实施与沟通、
绩效考核、绩效反馈、绩效改进、绩效结果的应用。再次,西安供电公司本部绩效管理
现状。分析了西安供电公司概况;分析了西安供电公司本部绩效考核现状;分析了西安
供电公司本部绩效考核存在的问题。再次,提出西安供电公司本部绩效考核体系的构建
设想。分析了供电企业的特点以及绩效考核体系改进的新形势;提出了西安供电公司本
部绩效考核体系构建:提出了西安供电公司本部绩效考核体系的设计思路;以及提出了
西安供电公司本部分层绩效考核体系的设计。接下来,分析了西安供电公司绩效考核体
系的实施与应用。分析了西安供电本部公司本部绩效考核体系实施的影响因素以及具体
保障措施。最后,提出了分析的结论和西安供电公司本部绩效考核体系完善建议

Abstract
Performance appraisal has always occupy the important position in human resources
management, it is not only the evaluation of internal staff work efficiency and performance of
a kind of way, and can be used as a reference, to a relatively fair evaluation of employee job
performance in order to carries on the appropriate rewards and punishments. It is important
for employees and businesses to conduct performance reviews within the organization.
Therefore, how to construct a complete performance appraisal mechanism is one of the
important manifestation of enterprise&39;s core competence. Power industry related enterprise, as
a typical example in China&39;s big energy supply enterprises, have in such aspects as capital,
technology, talents with high degrees of characteristic, how to inspire the staff&39;s work
enthusiasm, make its biggest contribution for the enterprise, is the power supply enterprise
reforming two transformation of a key difficulty. Especially at present domestic is in the
three sets big five system construction, the electric power industry related enterprises have
performance appraisal as a enterprises to strengthen internal staff is an important way to
control, how the performance appraisal mechanism WanShanHua enterprises is an urgent
need to solve a problem. So this article select to xi &39;an electric power supply company
performance evaluation system of the research topic, from the following aspects were
discussed, so as to provide reference for related research theory and practice.
This paper uses the case analysis, literature retrieval method, experience summary
method, analysis and induction, the questionnaire survey and other research methods, from
the following aspects to xi &39;an electric power supply company based performance appraisal
system. First of all, the introduction. This paper expounds the research background and
significance, analyzes the present situation of domestic and foreign research, introduces the
research content and research method of this paper, and draws out the technical road map of
this paper. Second, the theoretical foundation. Defining the relevant concepts; To analyze the
objective and function of performance appraisal; This paper expounds the principle of
performance appraisal; And respectively expounds the performance evaluation system:
performance plan, performance plan implementation and communication, performance
appraisal, performance feedback, performance improvement, the application of performance
results. Thirdly, the present situation of the performance management in xi &39;an power supply
company. An overview of the power supply company in xi &39;an is analyzed. This paper
analyzes the present situation of the performance review of the local power supply company
in xi &39;an. This paper analyzes the problems of the performance appraisal in xi &39;an power
supply company. Thirdly, the paper puts forward the construction idea of the performance
appraisal system in xi &39;an power supply company. The characteristics of the power supply
enterprises and the new situation of the improvement of performance appraisal system are
analyzed. This paper puts forward the construction of the performance appraisal system in xi

conclusion of the analysis and the improvement suggestion of the performance review system
in xi &39;an power supply company are put forward.
