摘要
我国经济在改革开放之后将近 40 年的时间内，经历了国民生产总值由高速
增长到中低区间增速换挡的过程，截止到 2016 年 12 月国家统计 GDP 总值 744127
亿元，同比增长回落到 6.7%左右的水平。中国经济增速回落的背后是我国面临
资源总量少、资源效率偏低和环境破坏严重这三大亟待解决的问题，而且我国已
经无法享有发达国家工业化时的廉价资源和环境容量，这促使我国必须积极将过
去依赖“高消耗、高排放、高污染、低效率”的粗放型经济发展模式转变为一种
新的致力于“低消耗、低排放、低污染、高效率”节约型经济模式，也就是循环
经济模式。循环经济模式起源于西方国家，在我国还处于发展的起步阶段，为此，
循环经济模式虽然有利，但在实际应用上，也产生了一些问题。本文即针对这一
先进的经济发展模式做探究，以一家地处四川在中小板上市的 YBTY 集团股份有
限公司为案例，来探寻当前循环经济模式的特征、优劣以及在我国发展过程中所
遇到的问题等

YBTY 公司是中国最早的氯碱化工企业，中国西部最大的氯碱化工企业，中
国最大的电石法聚氯乙烯制造企业。公司集氯碱化工、精细化工、建筑材料、煤
化工于一体的企业集团，为市场提供聚氯乙烯、烧碱、水合肼、ADC 发泡剂、三
聚磷酸钠、六偏磷酸钠、水泥、林产化工等系列不同规格型号产品。 YBTY 公司
也是我国西南地区最大的以循环经济模式为核心的氯碱化工企业，2001 年率先
在全国聚氯乙烯行业提出了清洁生产发展循环经济的模式，通过自主研发的利用
废渣制造水泥的技术，建成了全废渣悬窑制环保水泥项目，形成了集热电、化工、
建材生产和环保为一体的循环经济发展模式，成功解决了过去利用电石法工艺生
产之后废渣排放的问题

虽然 YBTY 公司过去在循环经济领域中取得了领先的成绩，但随着经济的发
展，新的问题又开始逐步出现成为制约循环经济继续发展的障碍。本文即在实地
调研的基础上，结合大量的文献资料研究，采用 SWOT 分析法，分析和发现目前
YBTY 集团公司在发展循环经济中出现的问题，并给出相应的对策和建议

Abstract
After nearly 40 years of reform and opening up, China&39;s economy has experienced
a shift from rapid growth to middle and low range growth. As of December 2016, the
national statistics GDP value of 74412.7 b illion yuan, an increase of down to about
6.7% level. Chinese behind the decline in economic growth in China is facing the
resources, less resources in low efficiency and serious damage to the environment of
the three major problems to be solved, but China has not enjoyed industrialization in
developed countries when cheap resources and environm ental capacity, prompting
China must actively change the past rely on high cons umption, high emission, high
pollution and low efficiency of the extensive mode of economic development is a new
commitment to low consum ption, low em issions, low pollution, high efficiency
economizing economy mode, which is the m ode of circular econom y. The mode of
circular economy originated from western countries, and it is still in the initial stage of
development in our country. For this reason,the mode of circular economy is favorable,
but there are also som e problems in practical application. This paper aim s at this
advanced economic development model to explore, to a Sichuan located in the small
and medium-sized board listed YBTY group Limited by Share Ltd as a case, to explore
the characteristics of the current circular ec onomy model, advantages and
disadvantages, as well as the problem s encountered in the process of developm ent in
our country.
YBTY company is th e earliest chlor alka li chemical enterprise in China, the
largest chlor alkali chemicalenterprise inWestern China, andthe largest manufacturing
enterprise of calciumcarbide method of PVC inChina. The company set the chlor alkali
chemical industry, fine chemical industry, building materials, coal chemical industry in
one of the group, with PVC, caustic soda , hydrazine hydrate, ADC foam ing agent,
sodium tripolyphosphate and six sodium hexametaphosphate, cement, chemical
industry of forest products series of different specificationsand types of products to theAbstract

market. YBTY company is the largest in the southwest region of China in the mode of
circular economy as the core of the chlor alkali chemical enterprises, 2001 took the lead
in the PVC industry, put forward the devel opment of cleaner pr oduction of circular
economy mode, through the use of waste cement manufacturing technology developed,
built a system of environmental protection waste rotary kiln cement project, forming a
circular economy development mode in thermal power, chemical industry, building
materials production and environmental protection as a whole, has successfully solved
the problem of waste emissions after the past by carbide process production.
Although YBTY company in the field of ci rcular economy in the past has been
leading achievements, but with the deve lopment of economy, new problem s have
begun to emerge which become obstacles to the development of circular economy to
continue. This paper is based on field res earch, combined with the lite rature study,
using SWOT analysis method, analysis and found that the current YBTY group in the
development of circular economy pr oblems, and gives the corresponding
countermeasures and suggestions.
