摘要
流动人口生育管理是我国计划生育管理的重要方面，全面放开二孩政策背景下
对流动人口生育管理的工作和理念也在变化。文章利用流动人口日常监管数据, 采用
文献法、访谈法等研究方法对某市 K 区流动人口的生育管理问题进行了研究。文章
首先对国内外人口流动方面的研究理论进行了综述，之后对流动人口相关概念进行
了概述，分析了我国计划生育基本国策的成因和生育政策的调整过程，并指出了生
育政策变化对流动人口生育管理的影响。在全面放开二孩生育政策背景下以 K 区为
研究样本，分析了 K 区流动人口存在的生育特征及管理现状。从流动人口漏登漏管
现象、信息化建设不完善、综合治理管理格局、认识及队伍建设、流动人口本身方
面总结了存在的问题，并分析了问题的成因，即，与外地流动人口管理存在差异、
缺少标准化流动人口计划生育管理信息系统、流动人口基本信息掌握不够准确、计
划生育服务理念落后、政策宣传不到位、计育管理队伍和流动人口自身存在的原因

最后，针对问题从统一管理口径、加强两地和部门间协作、完善考核机制、加强日
常管理和信息化管理、加强队伍建设和组织保障、创新服务理念和政策宣传等方面
提出了改进流动人口管理的总体建议。本文的问题研究对其他地区流动人口的管理
提供了有价值的借鉴

Abstract
Fertility management of the floating population is an important aspect of China&39;s
family planning management, the idea of which are also changed as the two-child policy
are open. Based on daily supervision data of the floating population, literature method and
interview method are employed to study the fertility management problem of the floating
population in the K district. In this paper, the study of domestic and international
population mobility theory as well as the relevant concepts of the floating population is
first summarized. Then the cause and adjustment of family planning policy are analyzed,
and the influence on the floating population management is also revealed. Under the
background of the opening of two-child policy, the floating population in K district is
taken as the research sample, the reproductive characteristics and management status of
which are analyzed. problems that exist in the governments work are summarized based
on the leakage of registration and management, the imperfection of information
construction, the pattern of comprehensive management, the construction of team, and the
character of floating population. And the causes of existing problems are given, namely
the differences of floating population management between fields, the lack of standard
information management system of family planning of the floating population, the
insufficience of essential information of the floating population, the backward service idea
of family planning, the insufficience of policy advocacy and the existing problems of
management team and floating population. Finally, suggestions are provided, which is to
unify management, to strengthen the cooperation between departments, to perfect the
checkup mechanism, to reinforce the daily management and information management, to
enhance the team building and organization guarantee, to innovative service concepts and
to strengthen policy advocacy. The result of this paper provides valuable reference for the
management of floating population in other areas.
