摘要
油田企业物资采购具有采购品种繁杂、数量多、金额大等特点，因此加强物资采购
管理始终是油田企业管理环节重要的一环。虽然油田企业高度重视物资采购管理，主要
采招标采购方式，但在招标采购过程仍然存在相关法律法规和制度执行不到位、授权管
理作用发挥不到位和监督管理不到位的问题。解决这些问题既是今后油田物资招标采购
管理需要面对的重要课题，也是油田物资招标采购管理工作的方向。因此，研究油田物
资招标采购问题及其改进措施具有现实意义和应用价值

论文从油田物资招标采购管理的视角，运用文献法和问卷调查法，研究影响油田物
资招标采购的因素、A 油田企业物资招标采购存在的主要问题及其原因和改进措施。当
前影响油田物资招标采购的因素主要有物资属性描述、招标组织、评标方法、供应商管
理、管理人素质与能力；A 油田企业物资招标采购存在的主要问题有物资属性描述错误、
招标组织管理不协调、评标失误、供应商管理不到位和管理人员失误与能力不足等；在
此基础上，提出了 A 油田企业物资招标采购的改进措施，主要有精准采购物资属性描述、
精细招标方案编制、细化评标系统、强化供应商管理和加强管理队伍建设等。论文以 A
油田企业为样本，而该样本企业在行业内具有典型性和代表性，因此对该企业物资招标
采购问题及其改进措施的研究能为其它油田企业提供借鉴

Material Bidding Procurement Problems in A Oilfield
ABSTRACT
Material procurement of oilfield enterprises are typical of great varieties, quantities,
funds, etc., so strengthening procurement management is an important task of oilfield
enterprise management. Although oilfield enterprises attach great importance to material
purchasing management, mainly through public bidding procurement, in the process of
procurement, there are some problems of relevant law and regulation implementation,
authorization management, supervision and administration. Solving these problems is the
important subject for procurement management of oilfield material bidding in the future, and
also the direction of procurement management. Therefore, it is very practical and valuable to
study problems of oilfield material bidding and its improvement measures.
From the perspective of oilfield material bidding procurement management, using the
method of literature and expert investigation method studies factors affecting oilfield material
bidding procurement, main problems of oilfield enterprise material bidding procurement and
their reasons and improvement measures. The factors are descriptions of material properties,
bidding organizations, evaluation methods, supplier management, and supervisor’s
comprehensive quality. Main problems of oilfield enterprise bidding procurement are property
description errors, incoordination of bidding organization management, assessment errors,
supplier management failures, etc. Based on these problems, come up with improvement
measures of enterprise material bidding procurement in A oilfield, mainly including
accurate material property descriptions, meticulous bidding plan designs, detailed evaluation
systems, and strengthening supplier management, and so on. With A oilfield enterprise as a
sample, representative in the industry, material procurement bidding problems and
corresponding improvement measures can offer references for other oilfield enterprises.
