摘要
随着交通土建工程项目施工企业之间竞争的加剧，为了更好的推动企业转型
升级，进一步提高施工企业的综合竞争能力，中国中铁某股份有限公司在 2014
年初提出了“企业精细化管理”的改革策略，相关的管理体系以及规章制度也随
之建立。但是很多交通土建工程项目施工企业在建立和实施精细化管理体系的过
程中，出现较多问题。进一步探索交通土建工程项目施工企业精细化管理的改进
对提高我国交通土建工程项目施工企业的管理水平具有重要的理论和现实意义

本文首先阐述了国内外交通土建工程项目施工企业精细化管理的研究现状、
研究意义，介绍了精细化管理的基本概念和特征，结合交通土建工程项目施工的
具体特点，指出精细化管理是交通土建工程项目施工企业管理未来发展的必然方
向

其次对施工企业在实施精细化管理体系中遇到的难题进行了总结和分析，深
入剖析了出现这些问题背后的原因

再次以交通土建工程项目施工企业某公司为例，详细探讨了从公司总部到项
目公司整个精细化管理体系的的引入和建立过程。针对当下交通土建工程项目施
工企业精细化管理体系中的薄弱环节，建立了项目和个体层面精细化管理绩效考
核体系，并运用科学合理的评价方法进行精细化管理绩效评价和考核。对交通土
建工程项目施工企业某公司引入和实行精细化管理进行实例检验，从企业全民意
识、项目施工生产以及市场经营开发等多个方面进行分析和评价，表明该公司实
行精细化管理的成效是非常显著的

最后针对制约我国交通土建工程项目施工企业推广精细化管理工作的因素，
提出了一些独到并具有针对性的对策建议

Abstract
With the competition among the construction enterprises of transportation and
civil engineering project intensified, in order to promote the transformation, upgrade
and improve the comprehensive competition ability of construction enterprises, China
Railway Limited Company proposed meticulous management reform strategy for the
construction enterprises of transportation and civil Engineering project at the
beginning of 2014, the relevant management system and regulations are also set up.
But many problems arise in the establishment and implementation of meticulous
management for the construction enterprises of transportation and civil engineering
project. Further research of meticulous managementimprovement for the construction
enterprises of transportation and civil engineering project is of great theoretical and
practical significance to improve the management level in our country.
This paper first stated the research status of the meticulous management for traffic
and civil engineering construction enterprise at home and abroad , introduced the basic
concepts and features of meticulous management. Combing the specificcharacteristics
of the traffic and civil engineering construction, pointed out that the meticulous
management is the inevitable direction of the construction enterprises of transportation
and civil engineering project in the future.
Then the paper summarized and analyzed the problems encountered in the
implementation of meticulous management system, and analyzed the reasons behind
these problems.
The paper took the transportation and civil engineering project construction
enterprise company as an example, the paper discussed the introduction and
establishment of the whole meticulous management system from the company
headquarters to the item company. Aiming at the weakness of the meticulous
management system carried out in the construction enterprises of transportation and
civil engineering project,the paper established meticulous management evaluation
system at the project and individual level , and carried out the meticulous management
performance evaluation and assessment with proper evaluation method. The
implementation of meticulous management in the transportation and civil engineering
project construction enterprises company is tested, analyzed and evaluated from many
aspects, such as national consciousness, the project construction and market
development, indicating that the effect of the intensive management in the company is
very significant.
Finally,This paper analyzed the factors that restrict the meticulous management of
the transportation and civil engineering project construction enterprises,and put
forward some countermeasure and proposal.
