本文研究建立在采购管理理论、风险管理理论基础上,结合文献研究法、
实地调查法,将油田公司物资采购管理作为研究对象,并选取 A 油田公司作为
研究案例。首先阐述了研究背景、研究意义,总结国内外有关研究概况,介绍
研究方法与研究内容。并结合采购风险控制的相关理论,作为本文的研究基
础;随后针对 A 油田公司物资采购风险现状,主要介绍 A 油田公司物资采购管
理的基本情况、物资采购管理组织结构、管理模式,着重对 A 油田公司物资采
购风险进行分析,主要分析采购风险因素、风险识别、风险评价。通过相关因
素的分析,本文认为 A 油田公司物资采购中主要面临成本风险、物资质量风险
与抵货风险;对物资采购风险程度进行评估;结合 A 油田公司物资采购风险情
况拟定相关对策,并从风险识别体系构建、内控体系完善、风险文化构建等角
度入手,全面提升物资采购风险的控制能力;最后针对风险控制举措,分别从
理念与文化、采购预算与授权体制、采购操作及票据管理几个方面提供相应的
保障建议

Research on the risk of material purchasing in A Oilfield
company
Abstract
Procurement is the most important channel for enterprises to acquire resources,
but also the starting point of business operations. It is because of access to external
resources, the corresponding will encounter many aspects and fields of uncontrollable
factors, these factors in the polymerization could be formed under the procurement
risk, including the procurement of quality risk, boycott risk, some risk is to bring
some problems to the enterprise organization, some can be avoided, some are fatal
the. Therefore, enterprises in the procurement management should be carefully
screened, and actively respond to risks, to ensure the smooth progress of supplies, to
meet the needs of enterprise organization and operation.
A oilfield company as a collection of oil mining, petrochemical processing,
logistics and warehousing of large energy processing enterprises, procurement links
are one of the core aspects of the company, both the amount and size of the
procurement are relatively large. Currently A oil company has a relatively complete
procurement SOP and related management system, but with the increasingly complex
market environment, procurement risk is also faced with a variety of dilemma, but
also exposed a number of issues. Therefore it is necessary to carry out systematic
research on the risk management of the procurement business.
This paper studies based on the purchasing management theory, risk management
theory, combined with literature research method, field survey method, the link of
purchasing management of Petroleum Company as the research object, and selects the
A oil company as a case study. In the first study, describes the research background,
research significance, summarizes the relevant research situation at home and abroad,
and introduces research methods and research contents; then elaborate related theories
of purchasing management and risk management, which is the basis of this study;
according to the A oilfield material procurement risk analysis, the basic situation,
mainly introduces the A oilfield material procurement the management of material
procurement management organization structure, management mode, focuses on the
risk of A oilfield material procurement are analyzed, the main analysis of risk factors,
risk identification, risk assessment. And on this basis to discuss the relevant
countermeasures of risk prevention.Finally, the risk control measures, respectively,
