本人所在的甘肃第七建设集团股份有限公司,是我省最大的建筑承包商—甘
肃省建设投资控股集团总公司旗下的大型建设集团,甘肃七建需要不断适应市场
环境的变化,找出企业自身的优势和存在的问题,制定切实可行的经营战略规划,
进而巩固并扩大在省内建筑业的领先优势,顺利实现转型升级这一核心任务,达
到“改革、创新、提质、增效”的战略目标。本文通过市场环境分析和企业内部
调查,全面调查研究有关资料数据。首先,分析了国内外建筑业现状,合理预测
了行业未来的发展趋势;其次,对甘肃七建的基本情况和拥有的各类资源进行了
系统梳理。分别运用 PEST 分析模型、波特“五力”分析模型和 SWOT 态势分
析法分析了企业所处的宏观环境、行业态势和内部战略环境;再次,明确了甘肃
七建集团经营战略设计的思路方法和实施经营战略所采取的具体措施;最后,明
确了甘肃七建的经营战略愿景以及支撑目标实现的必备要素,从企业定位与组织
结构、优化经营格局、企业创新能力建设、项目管理能力提升、探索新型承包模
式、企业资源整合与开发、积极拓展国外市场等七个方面提出了战略实施举措
最后,在充分把握企业战略发展的主观需求和客观实际的基础上,得出了本
文的结论。展望未来,甘肃七建需要继续依托甘肃建投的资源平台,坚持多元化
发展,坚定不移的实施“走出去”战略,把握住行业发展机遇,从而实现企业的
经营战略目标

Abstract
From the overall situation of the domestic construction industry, the various positive factors
are intertwined with the adverse factors: the economic downward pressure is huge, the policy
adjustment brings challenges, and the market atrophy intensifies the competition.But at the same
time, during the period of much starker choices-and graver consequences-in, the national
economic operation will present L, in innovation, coordination, green, open, sharing new ideas
under the guidance, the state increased supply side structural reforms that will hasten economic
differentiation, stock markets, currency, the property market will return to function orientation,
development tend to be more rational.A unified, open, competitive and orderly market system will
be gradually formed.The national One Belt And One Road, beijing-tianjin-hebei coordinated
development and the Yangtze river economic belt and other major strategies will inject new
impetus into economic development.Railway, highway, rail transportation, water conservancy,
electric power, the new urbanization areas, turn shantytowns into new housing areas, such as
relationship between investment of national economy and people&39;s livelihood will continue to pull
the economic development and lead to huge development opportunity for the construction
industry.

province&39;s largest building contractors construction in gansu province, vanguard, urgently
need to be in constant development and change of market environment, clear enterprise
advantages and disadvantages, market environment and industry environment of clear positioning
enterprises, formulate scientific and long-term, the operational management strategic planning, so
as to further maintain and expand the competitive advantage in the same industry in the province,
successfully realize the transformation and upgrading the core task, to achieve reform, innovation,
quality, efficiency of the strategic objectives.In this paper, through the market environment and
internal survey, on the basis of comprehensive study and analysis the relevant data, based on
enterprise strategy management theory, economics theory and on a construction enterprise
management practice as the foundation, first analyzes the current situation of the development of
construction industry at home and abroad and the future trend of the market positioning and
development direction of domestic construction enterprises;Secondly, the basic situation and

strengths, weaknesses, opportunities and threats;Thirdly, the specific measures taken to implement
the operation strategy of qijian in gansu province are briefly introduced.Finally, the management
strategy of gansu QiJian vision as well as the essential elements, guaranteeing the realization of
the target orientation and from the enterprise organization structure, adhere to market-oriented,
enterprise innovation ability construction, project management ability to ascend, explore new
contract model, enterprise resource integration and development, actively expand foreign markets,
such as seven aspects put forward the strategic goals of supporting system.
It is hoped that through the research and analysis of this paper, it can provide beneficial
reference for the development of qijian in gansu province.
Finally, the conclusion of this paper is based on the subjective demand and objective reality
of enterprise strategy development. Looking forward to the future, gansu QiJian need to continue
to rely on gansu construction resources platform, unswervingly implement the strategy of going
out, seize the industry development opportunities, so as to realize the management of enterprise
strategic objectives.
