高空坠落、高空抛物事件具有极大的伤害性，给物业公司造成了很大
的经济损失和管理风险

本文通过对风险管理理论的研究以及物业管理企业在经营过程
中存在的高空坠物风险问题的调查，结合案例分析法、文献分析法对
高层楼宇管理中存在的高空坠物风险因素进行有效的风险识别，并引
入了 FMEA 分析法，对风险因素进行失效模式和失效后果分析，建立
严重度、频度、探测度和风险系数的数据模型，利用问卷调查，专家
打分法、加权平均法对高空坠物的风险因素进行风险等级排序，最后
联系实际，针对物业管理中存在的高空坠物风险提出切实有效的建议
和策略

本文通过相应的调查分析形成了高空坠物风险的因素权重，提出
了构建了风险管理体系和加强政府法治建设来进行风险管理的思路，
树立了风险管理意识，提高企业防风险能力，运用各种手段建立风险
防范和转移的风险管理对策。本文的研究结论对物业管理企业如何加
强高空坠物风险管理有一定借鉴意义，对整个物业管理行业的健康发
展也有一定的启示作用

Research on risk management of high altitude
falling objects in property management
ABSTRACT
Along with the speeding up of urbanization and land resources tension of our
country and high-rise buildings are being built continually, different kinds of
unconventional architectural decoration materials are widely used on high-rise
building’s external wall which leads to lots of falling objects accidents. Due to the
high damage of high falling or high altitude parabolic accidents, the property
company will have a huge financial loss and high management risk.
This paper looked into the research of risk management theory and the survey of
high falling risk issue that property company have during the managing, combined
with case analysis, literature analysis method to identify the high falling risk factors
effectively. Besides that, this paper also analyzed their validation mode and
consequence by FEMA analysis method, then established the data model of severity,
frequency, detection, and risk factor and using the questionnaire, expert scoring
method and the weighted average method to put different levels of high falling risk
factors in order. In the end, connecting the theory to reality and considering about
high falling risks during the management of property, bring up effective and advice
and strategy.
According to relevant research and survey, this paper built the factor weight of
high falling risk and proposed a method of risk management by constructing risk
management system and strengthening government legal system construction. Also,
the property company needs to build the consciousness of risk management, raise
enterprise’s risk prevention capacity and use various means to establish risk
prevention and transfer countermeasure of risk management. After research, this
paper’ conclusion has certain reference significance to the property company about
how to strengthen the management of high falling risk. Moreover, it also has certain
enlightenment of healthy development to the whole property management industry.

物业管理的全部工作是为了给业主和使用人创造一个“整洁、文明、安全、
方便”的生活环境和工作环境，确保业主和使用人能在“宁静、温馨、舒适”的
