摘要
风险管理是银行项目贷款管理中一项重要工作，为了达到有效防控银行贷款风
险，确保银行贷款安全的目的，银行机构不仅要从内部管理、组织结构、规章制度
等方面严格规范，还要运用国内外先进的风险管理技术和工具来进行风险管理。通
过完善银行内部组织建设、完善内部控制制度、构建全面的风险管理体系，将风险
管理工作全面贯穿到银行各项业务和各个环节中

首先，介绍了本文研究的内容和背景、国内外发展情况和研究现状，对国内外
项目贷款风险管理进行了比较

其次，分析了风险管理的内涵和作用，梳理了巴塞尔协议、全面风险管理理论
和风险评估方法，为进一步分析秦皇岛农发行农村路网项目贷款风险提供理论依据

然后，分析了秦皇岛农发行的职能、性质、业务范围和秦皇岛农发行农村路网
项目贷款现状以及融资模式，剖析了秦皇岛农发行贷款风险管理方法、提出其中存
在的问题

再次，针对秦皇岛农发行风险管理现状以及存在的问题，主要从风险管理组织、
风险管理流程、内部控制和风险评估四个方面设计了秦皇岛农发行贷款风险管理体
系，并提出了设计目的、原则以及设计重点难点

最后，提出秦皇岛农发行项目贷款风险管理控制措施，包括完善内部评级体系
建设，完善全面风险管理的政策制度流程，强化内部控制体制建设，建立有效的风
险化解机制，为所设计的贷款风险管理体系提供保障

Abstract
Risk management is a complex system engineering in the banking management
system,In order to achieve effective prevention and control the bank loan risk,and ensure
the safety of bank loan purposes,banking institutions should not only from the internal
management,organizational structure,rules and regulations strictly regulate,and use at
home and abroad advanced risk management techniques and tools for risk
management.Construction bank internal organization,perfecting the internal control
system,and build a comprehensive risk management system,the concept of risk
management throughout the banking business and all aspects of the business.
First of all, this paper introduces the content and background of this study, the
development and the status quo of research at home and abroad, and compares the risk
management at home and abroad.
Secondly, it introduces the meaning and function of risk management, analyzes the
Basel protocol, the comprehensive risk management theory and the risk assessment
method, and provides the theoretical basis for the further analysis of the loan risk of n
bank rural road network project.
Then, it introduces the functions, nature and business scope of agricultural
development bank of china Qinhuangdao branch. Analyzes the agricultural development
bank of china Qinhuangdao branch loan risk management system, and introduces the
risk management analysis method adopted in the daily work of n bank. And analysis of n
bank rural road network project loan status, support and loan model.introduces the
methods of loan risk management of rural raod netwok project in agricultural development
bank of china Qinhuangdao branch,and offer the problem.
Thirdly,analyzed agricultural development bank of china Qinhuangdao branch’s risk
prevention and control methods,put forward the problem,based on the agricultural
development bank of china Qinhuangdao branch loan risk management system is
established from risk management organization 、 risk management process 、 internal
controls and risk assessment.Abstract

Finally, Puts forward some measures to be taken in the risk management of
agricultural development bank of china Qinhuangdao branch,including improve the
system of comprehensive risk management policy process,strengthen the construction of
