摘要
煤炭行业在经历了高发展、高利润之后,逐渐转入持续低迷阶段。煤炭企业
为了维持自身的运转,还在继续生产,导致整个行业积聚的煤炭库存过高;另一
方面,国内煤炭企业的管理水平高低不一,平均吨煤成本与国外煤炭企业相比一
直居高不下,国外进口煤的到岸价格,比国内的平均煤价还低,很多企业选择了
进口煤,从而导致了国内煤价的进一步下跌;高库存和低价格直接导致国内煤炭
企业处于持续亏损状态。煤炭企业生产成本在持续上升,而整体盈利能力却在下
降,煤炭企业的经营风险增加

在这种环境下,煤炭企业必需改变管理理念,提高企业的管理质量,降低单
位吨煤的产出成本。企业管理水平的高低取决于对企业安全生产经营精准的决策,
精准的决策来自于对企业安全生产经营信息的准确掌握,而作为指挥机构的调度
中心管理水平很关键,只有其管理水平提高了,整个煤炭企业的生产效率才能提
高。所以对煤炭企业调度综合信息的管理也就成了当今煤炭企业调度管理的重要
研究方向。尽管很多煤炭企业都意识到信息化能给其自身发展带来的好处,逐渐
增加了投入,建设了部分信息系统。但是最终应用效果不理想,没有起到应有的
作用

本文以煤矿安全生产综合调度管理平台为研究对象,首先通过研究学习国内
外煤矿调度管理信息系统的相关理论、管理信息系统相关理论、信息系统分析与
设计理论,并将 UML 与面向对象的统一软件开发过程(UP)理论作为本文的支
持理论。其次,通过与佳煤集团调度管理部门相关人员进行实地调查交流,找出
调度部门存在的关于生产调度方面的管理问题和信息化当中的问题。同时,借助
煤炭业务专家的帮助,归纳出佳煤集团调度管理中存在的若干问题。然后结合
UML 与面向对象的统一软件开发过程(UP)理论中的分析方法,对佳煤集团安
全生产综合调度管理平台的需求进行分析。最后,以 UML 与面向对象的统一软
件开发过程(UP)理论中的设计与实施方法,对佳煤集团安全生产综合调度管理
平台的总体结构、数据库、模块等进行设计、实施,并提出对未来煤矿综合调度
管理平台的展望

综合调度管理平台既能帮助煤炭企业提高调度指挥的效率,又能及时准确的
提供决策支持信息,使得企业不再盲目生产,从而达到了降本增效的目的。本文
对煤矿安全生产综合调度管理平台的研究在于帮助煤炭企业提高调度指挥的效
率,安全生产,及时准确的将一线的生产信息送达领导,为决策提供支撑信息

Abstract
After high development and high profits, the coal industry has gradually fallen
into the continuous downturns. In order to maintain their own operation, the coal
enterprises have continued to produce, resulting in excessive coal stockpiles
accumulated in the whole industry. On the other hand, because the level of the
domestic coal enterprises management is different, the average cost per ton of
domestic coal has been high compared with the cost of the coal enterprises abroad,
and the CIF price of imported coal is lower than the average domestic coal
prices,many enterprises have chosen the coal imported from abroad, leading to the
China’s coal prices fall further. High inventories and low prices directly lead to the
continuous loss of Chinese coal enterprises. The production costs of coal enterprises
continue to rise, while their overall profitability is falling, and the business risk of
coal enterprises increases.
In the circumstances, the coal enterprises must change management concept,
improve the management quality of enterprises, and reduce the production cost of per
ton of coal. The level of the business management depends on the accurate
decision-making of safty production and operation, which come from the accurate
mastery of the enterprise information about safe production and management.The
dispatching center as command organization,which management level is critical. Only
by raising the level of management, production efficiency of the coal enterprises can
be increased. Therefore, the comprehensive information management of coal
enterprises has become an important research direction for coal enterprise dispatch
management. Although many coal enterprises are aware of the benefits that
informatization can bring to their own development, increase their input gradually and
establish some information systems,which cannont working well and the final
application effect is not ideal.
Based on the comprehensive dispatch management platform of coal mine safety
production, firstly, the author study the theory related to the coal mine dispatching
management information system at home and abroad, the management informationIII
system theory, the information system analysis and design theory, and take the UML
and the Object-Oriented unified software development process (UP) theory as the
support theory in this paper. Secondly, through field survey and communication with
related person in Jia Mei Group dispatching management department, the author find
out the problems existing in the production scheudling of the dispatching department
and in the process of informatization. At the same time, with the help of the coal
business experts, some problems in the scheduling management of Jia Mei Group are
summarized. And then, combining with the analysis method of UML and the unified
software development process (UP) theory, the author analyzes the demand of the
comprehensive dispatching management platform of the safe production in the
company. Finally, according to the design and implementation theories of the UML
and the Object-Oriented unified software development process (UP) theory,the author
designed and implemented the overall structure, database, modules, etc. of Jia Mei
Group safety production comprehensive dispatching management platform, and puts
forward the future prospect of the platform.
The comprehensive dispatching management platform can not only help coal
enterprises to improve the efficiency of the dispatching command, but also provides
them with decision support information timely and accurately, making the enterprise
no longer produce blindly, and achieving the goal of decreasing cost and increasing
benefit. In this paper, the study of the coal mine safety production comprehensive
dispatching management platform devotes to help coal enterprises improve the
efficiency of the scheduling command, ensure the safety of production, and transmit
the first-line production information to the leaders timely and accurately, which can
provide leaders with support information for polices making.
