摘要
一个项目大致会经历四个基本管理过程：项目启动、项目规划、项目实施及
控制、项目结尾。项目规划是项目管理的核心，可以帮助企业的决策者明确投资
项目的发展定位、发展前景和存在的风险等，从而作出科学的决策，获得投资开
发的成功

本论文以正在规划建设的沈水生态科技创新城项目为对象，研究该新城项目
的产业发展和城市建设布局。首先阐述了本文的研究背景和意义，梳理了国内外
产业新城项目以及新城功能定位等相关理论，为后续研究奠定基础。然后在对沈
水生态科技创新城项目相关资料收集整理的基础上，结合沈阳市整体发展规划及
苏家屯地区的城市建设、产业布局规划，对沈水生态科技创新城项目发展规划的
指导思想、规划原则、发展目标重新进行了梳理和构思，并重点对沈水生态科技
创新城项目的空间布局、产业发展、公共服务设施、绿地水系、基础设施建设、
道路交通和城市设计控制等规划进行了探索分析。为确保规划能够顺利实施，本
文还在加强组织领导和政策保障，完善新城规划与加强土地指标保障，加强投融
资、基础设施和服务体系建设，加强招商引资和宣传推广等方面提出了有针对性
的保障措施

A project may go through four basic management processes: project startup,
project planning, project implementation and control and project ending; among those,
project planning is the core of project management, which could help decision-makers
in enterprises to make sure investment project development orientation, prospect and
risks and to make scientific decisions and to achieve investment success.
This paper makes the Shenshui Ecological Technology New Town under planning
and construction as the research subject to make study on industrial development of the
new town project and urban construction layout. First, the research background and
significance are clarified in this paper to bring out cases of new town construction both
abroad and at home as well as to comb relative theories about the functional orientation
of new town for providing basis for the following research. Then on the basis of
collecting and classifying relative articles about Shenshui Ecological Technology New
Town, combined with the overall planning of Sujiatun District urban construction and
industrial layout planning and even the whole development planning of Shenyang, it
rearrange and conceive the guiding ideology, planning principles and goal of
development of Shenshui Ecological Technology New Town project development
planning and focuses on the analysis of its spatial arrangement, industrial development,
public service facilities, greenbelt river system, infrastructure construction, road
construction and transportation as well as city design control. In order to ensure the
smooth implementation, some targeted supporting measures on enhancing
organizational leadership and policy guarantee, completing new town planning and
enhancing land indicator guarantee, improving investment and financing and
infrastructure and service system construction as well as highlighting investment
promotion.
