摘要
推进普惠金融的最终目标是建立一个为全方位的社会所有阶层和群体——
尤其是贫困、低收入的弱势群体服务的金融体系。近年来看,我国对于普惠金融
服务管理体系的建设愈来愈重视,自 2006 年亚太地区小额信贷论坛上普惠制金
融体系的概念首次提出之后,十八届三中全会报告中又提出大力发展普惠金融,
并在 2016 年的 G20 峰会中将普惠金融作为特色议题提上议程。从我国的现有情
况来看,相对于金融服务需求来说,由于金融服务供给的成本过高以及服务方式
的单调性等缘由,我国的金融服务供给力度还不够,因此除了政策推进外,金融
机构特别是银行应当大力优化其对普惠金融服务体系的管理来推进普惠金融的
发展

本文选取湖南隆回县农商银行为视点,结合隆回县域内金融服务覆盖的具体
情况,深入剖析隆回农商银行在对于普惠金融服务管理体系中的现状,并正对对
其管理体系的优化提出对策建议,推进隆回县农商银行普惠金融的发展。笔者首
先对关于普惠金融的文献进行梳理,从国内外文献中了解到普惠金融的具体内
容、发展现状及普遍存在问题,并从金融发展、弱势群体、农村金融等相关理论
构建本文的理论基础,通过文献研究来论证普惠金融体系构建的必要性与现实意
义,为隆回县农商行普惠金融管体体系优化对策奠定理论基础。随后,根据隆回
农商银行信贷管理部门对于普惠金融服务推进的具体管理细则规定进行分析,剖
析其中存在的问题,发现该普惠金融服务管理体系中对于评级授信的机制并不完
善、后续管理没有很好的跟进以及对于电子银行服务的营销管理没有到位等问
题,根据已有的工作经验提出对策建议,如通过系统人员培训管理、强化责任机
制的管理、优化授信审批以及提出差异化服务管理战略等来优化现有的管理体
系。另外,从人力资源、风险控制、经营操作等方面提出了优化普惠金融服务管
理体系的保障措施,具体来看是通过提升资产质量、加强财务管理核算以及优化
风险控制的主动性等方面进行风险控制,并且通过合理的人力资源配置和营销策
略来保障其管理的具体实施,另外坚持优化普惠金融生态体系、加强企业文化建
设等来保障隆回农商银行的可持续发展以及普惠金融服务管理体系相关机制有
序运行

1ABSTRACT
Inclusive financial promote the ultimate goal is to create a for a full range of all
social strata and groups, especially the poor, the vulnerable groups of low-income
service of the financial system, from the point in recent years, our country to the
construction of Inclusive financial service system become more and more attention,

the point of the existing situation in our country, the relative financial service demand,

and other reasons, our country&39;s financial services supply strength is not enough, so in
addition to the policy to promote, financial institutions, especially Banks should
vigorously to optimize the management of Inclusive financial service system to
promote the development of Inclusive financial.
This article selects viewpoint of longhui county in hunan province agriculture
bank, under the condition of longhui county domain financial service coverage,
in-depth longhui agri-businesses bank in to Inclusive financial service management
system of the status quo, hoping to optimization of its management system, to
promote Inclusive finance. The author first carding about Inclusive financial literature,
from the domestic and foreign literature, understanding to the contents of Inclusive
financial and financial development theory, theory of social vulnerable groups, such
as rural finance related theoretical basis, and concludes from all kinds of literature
Inclusive financial system construction the necessity, significance, and the
corresponding problems existing in the system building and optimizing
countermeasures; Then, according to takashi back to agri-businesses bank credit
management department for Inclusive financial services to promote the management
rules of the specific analysis, analyzes the existing problems, and found that the
Inclusive financial service management system for rating credit mechanism is not
perfect, no good follow up and subsequent management of electronic banking services
marketing management is not in place, on the basis of the existing work experience
after put forward countermeasures and Suggestions, such as through the staff training
2management system, strengthen the responsibility mechanism of management,

proposed to optimize the existing management system, in addition, from the aspects
such as human resources, risk control, business operation of Inclusive financial
service management system optimization measures, concrete is through improving the
quality of assets, to strengthen the financial management accounting, and optimize the

configuration and marketing strategies to ensure the specific implementation of the
management, also stick to optimize Inclusive financial ecological system,
strengthening the construction of enterprise culture and so on to ensure longhui
