摘要
改革开放后，我国先后设立了一批高新技术产业开发区，用于打造高标准的
科技创新平台和产业投融资平台，大力发展高新技术产业。经过逐年发展，高新
技术产业开发区不负众望，渐渐成为国家经济增长的新动力、新引擎，在科技进
步、创新创业、推动新型城镇化建设、改善国计民生等方面发挥了重大作用。但
是，在高新技术产业开发区快速发展的背后，我们也要看到在其建设过程中面临
的资金短缺、融资困难等问题，制约着高新技术产业开发区今后的发展，需要深
入研究，逐步加以解决

本文立足于郑州国家高新技术产业开发区（以下简称郑州高新区）实际，借
鉴西方发达国家和我国早期设立的高新技术产业开发区在融资方面的经验，结合
自身在郑州高新区财政系统多年工作经验，利用行政管理、资本运作、金融等方
面的知识，采用文献研究法，研究分析郑州高新区在融资方面的问题，针对不同
情况、不同发展阶段，提出建设性的解决方案

本文的创新之处在于将融资的理论和郑州高新区发展实际有机结合起来，对
于本人以后在郑州高新区工作特别是为高新技术产业开发区未来的融资活动提
供必要的思路

Abstract
After the reform and opening, China has set up a number of high-tech industrial
development zones to create a high standard investment platform, and develop of high
technology and industry. After years of development, high-tech zone live up to
expectations, has gradually become a national economic pillar, played a major role in
driving employment, improving the people&39;s livelihood, and promote new
urbanization process. However, behind the rapid development of high-tech zones, we
must also face the problem like the lack of funds for construction of the park, the
financing difficulties, which are urgent to be resolved.
In this paper, we based on the Zhengzhou High-tech Industrial Development
Zone, and learnt from the western developed countries and China&39;s early
establishment of high-tech zones in the investment and financing perspective,
combined with own experience in financial practice in high-tech development zones
in Zhengzhou, and the use of my experience more than two years in the Henan
University of Finance and Economics, Henan University of Finance and Economics.
This paper analyzes the problems of Zhengzhou High-tech Zone in terms of
investment and financing, and puts forward constructive suggestions for different
situations and different stages of development.
The innovation of this paper is to combine the theory of investment and
financing of high-tech zone and the development of Zhengzhou High-tech
Development Zone, which provides me some good methods and ideas in my future
work in Zhengzhou Hi-tech Development Zone, especially for the future of high-tech
development zones about investment and financing activities.
