摘要
国有供电公司在市场经营中具有垄断性的地位,在长期的历史发展中市场
竞争因素比较少,缺少经营与营销的压力,导致在人力资源管理上出现了一系
列的问题,制约了供电公司的发展。随着经济体制改革的逐步深化,国有供电
公司进行了市场化的改革,引入了市场竞争元素,在这一形势下,国有供电公
司要在激烈的市场竞争中立于不败之地就应当借助于良好的人力资源管理理
论,促进人才战略的实施。绩效考核是人力资源管理中的重要组成部分,国内
外学者对于绩效管理理论进行了积极地探索,为国有供电公司加强人力资源建
设以及绩效考核工作提供了理论依据。本文以地市供电公司基层管理人员的绩
效考核为切入点,分析了 KPI 关键绩效指标理论在现代供电公司管理中的运用

本文分为六个章节,第一章节介绍了文章选题的背景与研究的意义,引出
了供电公司绩效管理的课题,分析了国内外绩效管理方面先进的理论研究成果,
提出了本文对于地市供电公司基层管理人员绩效管理的研究内容与技术路线,
分析了其创新之处。第二章节正式引入绩效管理理论以及 KPI 关键指标绩效理
论,为 KPI 绩效管理理论在供电公司基层管理人员的绩效考核的运用提供了理
论分析依据。第三章节介绍了 KPI 关键绩效指标在供电公司基层管理人员绩效
考核运用中的方案设计,主要从指标体系的建立,指标权重的设置以及考核标
准的设定三个角度进行分析。第四章从环境支持的角度分析了 KPI 理论在供电
公司基层管理人员绩效评价中的应用分析,主要从文化环境、制度环境以及经
济环境三个角度进行了分析。第五章节选取了 W 公司作为范例分析了 KPI 关键
绩效指标在地市供电公司基层管理人员绩效考核中的应用以及运用实施的效
果,旨在为 KPI 在基层管理人员绩效考核中的应用提供实践依据,第六章节从
全文的角度分析了 KPI 关键绩效指标运用在地市供电公司基层管理人员绩效考
核中存在的不足以及下一步的努力方向

Abstract
Power supply company is a monopoly of the nature of the state-owned
enterprises, the company focused on the operation of the safety of electricity and
provide consumers with quality services in the long-term historical development of

pressure In human resources management, such a problem, restricting the
development of power supply companies. With the gradual deepening of the reform
of the economic system in the 1980s, the power supply enterprises carried out

of talent strategy and the management of human resources, performance appraisal

enterprise management, and analyzes the performance of KPI key performance

application of KPI key performance indicators in the performance appraisal of the

implementation. It aims to provide the practice for the application of KPI in the
