摘要
商业银行展开日常经营活动时,为赢得先机及抢占更大市场,常常采取的措
施之一即为扩大自身业务范围和经营规模,信用卡业务即为其中的一项重要选择

而商业银行在展开信用卡业务时,在各个环节都可能会出现风险,包括发卡环节、
用卡环节以及支付环节等,而且信用卡在市场上的应用中,其风险的影响对象同
样较多,具体涉及特约客户对象、商业银行自身以及持卡对象等,与上述对象主
体的切身利益均存在密切联系。尽管各商业银行都将关注度投放至银行卡业务中,
但是却忽视了对该业务风险的综合防范,也未深入调查持卡对象的信用指数,导
致风险客户大量出现,致使信用卡经营活动中出现各类型风险。较之西方国家,
中国在信用卡市场上不仅具有较大的开发潜力,而且发展空间十分广阔,同时开
发能力不足的问题也较为突出,加之信用卡领域发展环境十分特殊,所以面临的
难题及风险指数普遍偏大。鉴于此,为确保信用卡专项业务实现健康发展目标,
除了要准确识别各类型风险外,还要加强对风险指数以及风险度量的综合管理与
防范,通过优化信用卡业务中的风险管理技术,从而有效规避运营风险

本文首先对商业银行信用卡业务风险的相关理论及类型进行详细阐述,同时
对商业银行信用卡业务的操作风险、信用风险和欺诈风险的诱因分别展开深入分
析,根据风险诱因结果,按照信用卡风险管理理论和方法、步骤,分别制定出商
业银行信用卡业务操作风险、信用风险和欺诈风险的风险管理措施。接着以 A
分行为例,在对 A 分行信用卡业务的市场优势、业务状况。风险管理状况进行了
介绍,在此基础上,分析了 A 分行在风险管理方面存在的问题。针对这些问题,
依据风险管理相关理论和方法制定出相应的改进措施

scope and scale, the credit card business is an important choice for them. But the
commercial bank in the credit card business, in all aspects of risks may arise,

with the vital interests of the subject. Although the commercial banks will put
