摘要
2016 年中国经济全面进入新常态，提升供给质量和效率成为全社会发展的
“主旋律”。通讯行业从 CT 向 ICT 转型，客户对产品提出了更多元化的要求，
一方面要求高质量精品制造——质量标准从单一化转变为多样化标准、强调用
户体验、硬件可靠免维护、对质量问题零容忍等；另一方面要求高效率快速交
付——客户化定制、缩短 TTM 以更快的速度发布、交付 E2E 的解决方案等

如何在资源有限的情况下,以最短的时间提供给客户更满意的产品,是摆在
Huawei 公司面前的一个紧迫的课题

面对质量效率的双重挑战，本文在 IPD 流程研发活动的基础上，结合软硬
件产品项目管理的特殊性，经过调研、访谈、5why、IPO 等方法，研究分析某
产品的实际质量现状，找出其在项目开发过程中存在的问题并定位根因。通过
在 IPD 流程的方案设计阶段嵌入失效模式分析方法 FMEA、P 模型保证系统设计
阶段充分识别硬件潜在的失效，然后通过仿真分析、测试提前等手段，确保硬
件设计高可靠。从流程、系统工程方法、组织、人才等方面，探索新的软件产
品开发模式，优化基层的组织作战阵型并做出系统性提升

通过两个软硬件项目的应用，并对项目实施效果进行分析和评价，验证了
新的开发模式和组织阵型在质量效率提升方面的有效性。这些措施除了对
Huawei 公司本身有借鉴意义之外，还对行业公司以及其他研发项目有借鉴意
义

Abstract
2016 China&39;s economy entered into the new normal in an all-round way,so as to
improve the quality and efficiency of supply become full thematic of social
development.In the case of the communications industry from CT to ICT
transformation,customer&39;s requirements for videoconferencing products is more
diversified.On the one hand, the demand for high-quality criteria of the excellent
products manufacturing--quality from a single into diversified standard,centered on
user experience,and reliable hardware maintenance-free,zero tolerance on quality
issues and so on.On the other hand,the requirement of fast delivery, customization,
shorten TTM(time to market) released at a faster rate,delivery E2E(end to end)
solution,and so on.
In the case of limited resources,in the most short time available to the customer
more satisfied with the product,is placed in front of the Huawei company of a pressig
task.
Facing the challenges of both quality and efficiency, based on IPD process
research and development activities, combined with the particularity of software and
hardware products, project management through research, interviews, 5WHY, IPO,
SIPOC and other methods, analyzes the status quo of the actual quality of a product,
the project development process and the problems in the positioning of the root
causes through the IPD process design stage embedded failure mode analysis method
FMEA, P model to ensure the system design stage to fully identify the potential
failure, and then through the simulation analysis, testing in advance and other means
to ensure that the hardware design of high reliability. From the process, the
organization system engineering methods, personnel, exploration of new software
products optimization of the grass-roots organizations, and make the system to
enhance combat formation.
Through the application of the two hardware and software project, and the
project implementation effect analysis and evaluation, to verify the new development
mode and organization formation in quality to enhance the efficiency of the
effectiveness of these measures. In addition to a reference for Huawei company
itself, but also has the reference significance for the industry company and other
development projects.
