摘要
新型城镇化和新型工业化是推动地区经济社会发展的重要推动力，二者互为
支撑，相辅相成。党的十八届五中全会提出“创新、协调、绿色、开放、共享”
五大发展理念。在中国经济新常态下，如何处理好城镇化与工业化的关系，成为
一个亟待解决的一个重要问题。本文运用新经济地理学理论，以河南省获嘉县亢
村镇为例，研究了新型城镇化与新型工业化协调发展的制约因素，对亢村镇新型
城镇化和新型工业化的协调发展提出相应的对策，以期为河南省新型城镇化发展
提供可以复制的典型经验

本文在理论研究的基础上，采用实地调查和定性与定量相结合的研究方法，
运用钱纳里—赛尔奎因模型和国际上广泛采用的 IU/NU指标，对亢村镇城镇化与
工业化发展的协调性进行了测度。发现自 2005 年以来，亢村镇的二次产业快速
集聚，逐步形成了以机械制造、阀门加工、供热设备、风力发电为支柱的四大产
业，亢村镇的工业企业集聚已初步形成了规模经济效应。结合新经济地理学的相
关理论，发现规模经济、产业转移、区位粘性成为影响亢村镇城镇化和工业化发
展的主要动因。 研究结果表明：第一，近年来亢村镇在 GDP 总量、产业结构、
城镇化建设等方面取得了较为显著的成绩，但新型城镇化与新型工业化的发展不
够协调，总体上新型城镇化滞后于新型工业化发展。第二，亢村镇在区位交通、
产业基础、人文资源等方面具有明显的优势。作为获嘉县对接平原示范区的桥头
堡，亢村镇必须抓住机遇，积极融入郑洛新国家自主创新示范区发展的战略格局，
加强与郑州、新乡、洛阳的联系，实现联合发展。第三，亢村镇存在着经济总量
规模不大、产业结构有待转型、财政吃紧、建设用地指标紧张、土地开发利用粗
放等问题。本文通过透视城镇化和工业化协调发展的制约因素，提出了亢村镇新
型城镇化和新型工业化协调发展的基本路径，为亢村镇新型城镇化和新型工业化
的整合与协调发展提供决策的参考

The Integration and Coordination of New Urbanization and
New Industrialization
------The Research of Kang Village of Huojia county
Abstract
The new urbanization and industrialization are the important driving force of
regional economic development, the two support each other, Supplement each
other .The party put forward five development concepts of Innovation, coordination,
green, open, sharing in the fifth Plenary Session of the 18th CPC Central Committee.
Now under the new normal economy in China, how to deal with the relationship
between urbanization and industrialization is becoming an important problem to be
solved urgently. This paper using the theory of new economic geography, taking
Kang village in Huojia County of Henan Province as an example, researched on the
restrict factors of the coordinated development of new urbanization and new
industrialization, and also put forward the corresponding countermeasures for the
coordinated development. Hope this will provide a typical and reproducible
experience for the development of new urbanization in Henan province.
On the basis of theoretical research, this paper adopted the methods of field
investigation and combination of qualitative and quantitative, used Chenery Sell
Quinn model and the widely used IU/NU index, analysed the coordination of
urbanization and industrialization development. It has been found that Since 2005,
with the rapid agglomeration of the second industries in Kang village, four pillar
industries including machinery manufacturing, valve processing, heating equipment
and wind power has gradually formed. The industrial agglomeration of Kang village
has formed a preliminary scale economic effect. According to the theory of new
economic geography, found that the scale of economy, industrial transfer, location
stickiness are the main causes of affecting the urbanization and industrialization
development of Kang village. The results show that: First, Kang village has
achieved remarkable results in the total GDP, industrial structure and urbanizationIV
construction in recent years, but the development of new urbanization and
industrialization is not so coordinated, generally speaking new urbanization lags
behind the industrialization development. Second, Kang village has obvious
advantages in location and transportation, industry foundation, human resources etc..
As the bridgehead of Huojia County and Pingyuan demonstration zone, Kang village
must seize the opportunity to actively integrate into the strategic pattern of
development of national independent innovation demonstration zone among Xinxiang,
Luoyang, and Zhengzhou, finally achieve joint development. Third, there are still
problems exist in Kang village, such as the scale of economy is small, the industrial
structure needs transformation, finances critical, construction land shortage etc.. In
this paper, through the research of the constraints of urbanization and industrialization
development, a basic path of harmonious development of urbanization and new
industrialization of Kang village has been put forward, which can provide
decision-making reference for the integration and coordinated development of new
urbanization and new industrialization of Kang village.

带动农业资源市场化、产业化，拉动农村经济发展，也能够推动城市产业、城市
文明向农村延伸，是联动城乡资源、产业、文明的容纳器、转化器、推进机

党的十八届三中全会决议指出，城乡二元结构是制约城乡发展一体化的主要
障碍，必须健全城乡发展一体化体制机制，形成以工促农、以城带乡、工农互惠、
城乡一体的新型工农城乡关系，让广大农民平等参与现代化进程、共同分享现代
化成果。党的十八届五中全会又提出了到 2020年全面建成小康社会的奋斗目标

首次提出“创新、协调、绿色、开放、共享”五大发展理念。重点促进城乡区域
协调发展，促进经济社会协调发展，促进新型工业化、信息化、城镇化、农业现
代化同步发展，在增强国家硬实力的同时注重提升国家软实力，不断增强发展整
体性；促进人与自然和谐共生，构建科学合理的城市化格局、农业发展格局、生
态安全格局，推动建立绿色低碳循环发展产业体系。在中国经济新常态下，如何
深入贯彻十八届五中全会精神，将城市资源、资本、资金吸引到乡村，如何将农
村富余劳动力转移进城，解决好农民最急需、最紧迫、最欢迎的事情，让进城的
农业转移人口能够进得了城、留得下来，让留在农村的人能够享受与城市一样的
公共服务等问题，只有解决了这些问题，才能真正实现新型工
