摘要
管理学的知名学者普拉赫拉特(Prahalad)、哈姆尔(Hamel)发表过了经典文献《企业
的核心竞争力》(《The Core Competence of Corporation》,刊于《哈佛商业评论》中),当时引
发了极大轰动,此后,有关核心竞争力的课题很快变成了个企业、学者们都是热衷探讨的焦
点问题。这一课题都处于整个企业界的实践核心。可是若从理论层面分析,与核心竞争力相
关的分析,无论中外都多从基础的定义、内涵层面展开,而且至今都尚未统一。核心竞争力
的产生、源头、出现的机理、评估等诸多问题并未被统一在相同框架下展开系统化的完整分
析。若从实践层面分析,中国的企业特别是国企,因为深受前期计划经济影响,广泛存在不
具备较好的竞争意识的问题。几乎没有几个企业意识到核心竞争力培育这一关键问题,导致
当下中国国企严重匮缺核心竞争力,或只具备较弱核心竞争力。基于前述理由,本文出科学
评价核心竞争力强弱水平的统一模型体系和评价体系,从理论、实践两的层面推动国企培养
或增强核心竞争力

在此状况下,普拉赫拉特与哈姆尔所提核心竞争力概念很快引起众多学者关注。中
外研宄者们从多个视角对其展开研究,但却只有少数研宄真正探宄到根本。总体来讲,
核心竞争力至少具备有价值、独特、可延展、动态改变以及可长期培养五大特征。核心
竞争力恰恰是因为具备前述三项特点,并且由多层能力融合形成的竞争优势本质来源

核心竞争力由文化、学习和创新三层构成。其中最核心层是文化力层,这一层也是另外
两层的基础和动力。其次为学习力层,这一层处于中间,是另外两层互为关联的纽带,
是企业得到知识,实现累积,激发创新的前提。最外部为创新力层,这一层可以促建企
业的核心专长,直接产生战胜对手的突出优势。所以核心竞争力应为布设在企业团队之
中的各类能量的根基来源,是经由核心(文化)力层及另外两层的共同协调,融合利用
实现的,足以支持整个企业在竞争局势中,在很长时间内都保持显著优势的根基源泉

在有关核心竞争力内部3力的层级框架中,公司精神、重要价值理念有机组成了公
司文化能力;学习步骤以及学习体制与学习精神有机组成了公司学习能力;改革体制、
改革精神、理论储备、改革环节有机组成了公司创造能力。核心竞争力里的3力各成系
统,它们各自都有一类中心,实现每类层次的核化框架,而它们间也经过互相影响,有
机融合为总体层级框架的主要竞争能力,使得主要竞争力作为了公司市场地位的源泉

方面的优化,在高级别的学习能力及创造能力框架中反映为改革精神以及学习信念。在
学习能力框架中,学习信念是其重点,囊括于其一切框架的始终,也为学习能力提供了
精神方面的源泉。而学习体制起到了最核心的保证功能,且它还影响创造能力框架中改
革体制的实现,它的不断发展为改革体制的实现打下了根基。学习步骤的最终成果使得
公司的理论知识获得了提炼,为公司造就改革能力做出了知识方面的储备,给予了创造
能力所需要的知识根基。并且,学习步骤还能使得公司的文化能力获得积累,提升公司
的文化能力

核心竞争能力总体的层级框架及每一层次的核化框架是公司考评核心竞争能力的
核心根据,还为核心竞争能力考评环节的操作、考评参数系统的制作、考评成果的用途
提供了最新的引导意见。依据核心竞争能力总体的层级框架以及每一层次的核化框架,
本篇分为公司文化能力、创造能力以及学习能力三个方面,每一层里也依照其核化框架
制作了公司核心竞争能力的考评参数系统,且从核心竞争能力考评环节、考评参数的测
度与核心竞争能力的全面考评上建立了核心竞争能力的考评方案系统。核心竞争能力的
考评系统对公司考评与培养其核心竞争能力起到了最核心的理论引导作用

国营企业是我国主导以及掌控国民经济领域的方法之一,在国民经济当中占据核心
位置且具备特定的功能。国营企业核心竞争能力的大小将影响一个区域全面竞争能力的
总体趋势。公司核心竞争能力考评系统对于国营企业察觉自身难题、构建核心竞争能力
产生了核心价值。依据核心竞争能力考评系统的程度,本篇对于国营企业核心竞争能力
做出了论述性研究与考评,提供了国营企业在核心竞争能力框架的三类层面中广泛出现
的课题。在文化能力上,国营企业受到大一统理念制约反映出重要价值观缺陷;公司精
神主要受到传统型文化的消极作用。在学习能力上,国营企业职员欠缺在职学习信念;
国营企业学习体制的合规化层面始终不高;国营企业在学习环节中出现了多数难题。在
改革能力上,国营企业引导层欠缺改革精神;改革体制不全面;创造能力培养中的理论
储备缺乏;改革环节产生了多数尚待处理的难题。纵览实际,认识弊端,处理难题,恰
恰是培养与增加国营企业核心竞争能力的有利机遇,核心竞争能力框架形态对于国营企
业培养核心竞争能力产生了核心价值,本篇按照核心竞争能力的总体层级框架需求,提
供了3个层面的意见,也就是避免传统文化的消极作用,重建国营企业的文化能力;构
建学习型群体,增加国营企业的学习能力;政府与公司营造良好的氛围,增加国营企业
的创造能力
