PPP 融资模式是一种新型的公共基础设施建设融资途径，是政府与社会资本通过
优势互补实现共赢的合作方式。PPP 融资模式在污水处理企业中的应用不仅缓解了政
府的财政压力，而且能够引进先进的技术和管理经验，提高企业运营效率与服务水平
本文研究了 PPP 融资模式在我国污水处理企业的应用。文章基于我国当前的具
体实际，通过大量的文献整理和实地调研，结合国内污水处理行业的现状，分析了地
方污水处理企业引入 PPP 融资模式的必要性，并从社会资本、政策环境、行业发展、
技术保障和人才储备等方面分析了 PPP 融资模式应用的可行性，从而提出污水处理
企业应用 PPP 融资模式的运行流程。同时，本文以分析总结了污水处理企业应用 PPP
融资模式的障碍，并针对性的提出了改善措施。研究结论表明 PPP 融资模式在我国
污水处理企业中具备较好的可行性
本文共七个章节。第一章是绪论，介绍了论文的背景、意义及国内外相关领域的
研究现状等。第二章为 PPP 融资模式的概念及相关理论。第三章从理论上对 PPP 融
资模式的内涵、应用进行分析，并结合我国污水处理的行业现状分析了引入 PPP 融
资模式的必要性和可行性。第四章构建了污水处理企业应用 PPP 融资模式的运行流
程。第五章是以 YK 地区污水处理 PPP 项目为例，分析了 PPP 融资模式的应用。第
六章是分析污水处理企业应用 PPP 融资模式的障碍，并针对性的给出改善建议。第
七章是结论及展望

Research on the Application of PPP Financing Mode in Sewage
Treatment Enterprise
Abstract
With the accelerated pace of urbanization in China, the demand for public
infrastructure construction is gradually increasing. Water pollution has become an
important problem in the process of rapid economic and social development in China. In
recent years, China&39;s sewage treatment needs increased significantly. In contrast to this is
the county, township and township sewage treatment facilities lag. Sewage treatment
enterprises can protect the regional ecological environment, but also to meet the increasing
demand for sewage treatment. However, the general investment in sewage treatment
projects is relatively large, long investment recovery period. In traditional investment
model, the local government is facing greater financial pressure, seriously restricting the
development of sewage treatment industry.
PPP financing model is a new type of public infrastructure construction financing
channels, and is the government and social capital through complementary advantages to
achieve win-win cooperation. PPP financing model in the application of sewage treatment
enterprises not only ease the government&39;s financial pressure, but also to introduce
advanced technology and management experience, improve business efficiency and service
level.
This paper studies the application of PPP financing model in China&39;s sewage
treatment enterprises. Based on the actual situation of our country, and this paper analyzes
the necessity of introducing PPP financing mode by local sewage treatment enterprises
through the process of large number of literature collation and field investigation. This
paper analyzes the feasibility of PPP financing model, and puts forward the operation flow
of PPP financing mode. At the same time, this paper analyzes and summarizes the
obstacles to the application of PPP financing mode in sewage treatment enterprises, and
puts forward some improvement measures. The conclusion shows that PPP financing
model has better feasibility in China&39;s sewage treatment enterprises.III
This article consists of seven chapters. The first chapter is the introduction, introduces
the background and significance of the paper and the research status of related fields at
home and abroad. The second chapter is the concept of PPP financing model and related
theories. The third chapter analyzes the connotation and application of PPP financing mode
in theory, and analyzes the necessity and feasibility of introducing PPP financing mode
according to the present situation of China&39;s sewage treatment industry. The fourth chapter
constructs the running process of the PPP financing mode. In the fifth chapter, the PPP
project of YK area is taken as an example, and the application of PPP financing model is
analyzed. The sixth chapter is the analysis of sewage treatment enterprises to use PPP
financing model of the obstacles, and targeted to give suggestions for improvement.
Chapter 7 is the conclusion and the prospect.
