摘要
在我国,长期以来,工程项目都是一个完整概念的系统工程,同时这项系统工程
具有自身的特点,而项目建设的特点也将与项目工程、设计技术、成本有着密不可分
的联系。项目工程成本管理一直以来都是新田集团管理的重点,开展新田城项目工程
成本管理研究就是为了确保其项目工程的实际成本不超过预算成本而开展的一系列
关于资源计划编制、成本估算与控制等的管理活动或过程。本研究期望通过分析新田
城项目的各项成本管理状态,提出一套能够即时地反映各项工程成本指标以及工程成
本管理状态的系统,从而帮助新田城项目经理提高项目管理效率

为此,本文在阅读文献基础上,首先对成本概念、项目成本概念与分类、成本管
理内容与方法等进行研究,并在集团行政主管部门领导的协助下开展调查工作,了解
新田城项目的成本管理情况,对项目工程成本动态进行实时跟踪,掌握现场成本管理
情况,对工作成本进行预算;其次,对新田城项目成本管理中存在的相关问题进行案
例研究,设计了不断优化监督管理体制、提高项目人员成本管理意识、在成本管理中
推行限额等改进思路;第三,从进行责任落实,提高员工成本意识、应采用定额法进
行工程成本计算、通过协同监督进行成本管理、系统运行的优化实施、加强工程的标
准化监管、进行人工时的优化、限额设计法合理控制成本等方面提出了具体的措施

最后,本研究提出了新田城项目成本管理改进措施的实施办法与对策,阐明了新
田城公司组织架构的调整策略、项目审核与管控制度的完善办法以及绩效考核等,期
望能够降低新田城项目工程的成本,提高我公司的实际经济效益,切实为我公司和同
行业房地产开发企业节约项目成本、提高效益提供指导与借鉴,保障我公司能够在激
烈的市场竞争中长久生存和发展

当然,本文对项目成本管理的研究也存在一些不足,对实行成本管理改进措施后
可能带来的其他问题没做进一步的分析,这也是今后的研究方向

ABSTRACT
For a long time, engineering project has been a complete concept of systems
engineering in China, and at the same time, characteristics of the construction of the
project is closely related to the project engineering, design technology, the cost.
Project cost management has been the focus of Xintian Group management, carrying
out the project cost management research is of great significance for Xintian Group
management to ensure that the actual cost of the project does not exceed the project
budget for the project resource planning, project cost estimation, project budget and
project cost control and other aspects of the management process and activities.
Through the analysis of the Xintian Town project cost management, this study will
put forward a set of the system that can reflect real-timely the engineering cost index
and the state of engineering cost management and will help the project manager
improve the efficiency of project management.
Based on the relevant literatures about the basis of the cost concept and classification,
contents and methods of project cost management,we has analyzed the problems and
reasons of Xintian Group project cost management before the system of the project
cost management is rationalized. Secondly,design to optimize the supervision and
management system and improve the awareness of cost management of staff. Thirdly,
from the responsibility to implement, improve employees&39; cost consciousness,norm
method should be adopted in engineering cost calculation, cost management through
the coordinated supervision,optimize the implementation of the system operation,
strengthen the standardization of engineering supervision , manually when the
optimization,the design method of the limit of the reasonable cost control aspects of
the specific measures are put forward.
Finally, we put forward some relevant measures and countermeasures for the
implementation of Xintian project cost management measures, illuminates the
adjustment strategy about the organization structure of Xintian company, project audit
and the control system and performance appraisal, in order to standard cost control
plan and strengthen Xintian Town project engineering cost management. Looking
forward to improving my company&39;s actual economic benefit, providing guidance and西安电子科技大学硕士论文

reference to save the project cost and increase economic benefits in the real estate
development enterprises, guarantee the company for long-term survival in the fierce
market competition and development.
In addition, there still exist some disadvantages about the research of project cost
management. For example, to implement the improvements of cost management may
lead to other problems which needs further analysis, and it is also my research
direction in the future.
