摘要
我国通信技术已从最初的 2G 时代,经历了 3G、4G 的更新迭代进入了以云计算和
物联网为主的信息技术时代。信息技术高速发展依托于通信基础设施的不断完善,因此
对通信物资设备的采购产生了大量需求,而通信物资设备的采购有较强的专业性和及时
性,在采购计划、技术要求、供方选择等方面存在的风险复杂多变,对最终的采购结果
产生较大的影响。因此通信物资设备采购占有举足轻重的地位,QX 通信公司的物资采
购风险管理尤其具有研究的价值和意义

以 QX 通信公司物资采购为研究对象,分析其采购风险管理。运用 WBS(Work
Breakdown Structure)分解法将采购划分为三个阶段,并根据实际的工作流程梳理出了
QX 公司的物资采购流程图;从采购物资和采购管理两个方面对 QX 通信公司的物资采
购特点进行分析并进行了汇总和总结。在对 QX 通信公司物资采购现状及特点进行分析
的基础上,从采购实施前、采购实施中和采购实施后等三个阶段指出其所面临的计划风
险、技术风险、供方选择风险、合同风险、验收风险、结算风险等 6 项主要风险,并根
据 QX 通信公司具体情况对其风险来源及成因进行具体分析。在物资采购及风险管理等
相关理论的指导下,结合 QX 通信公司所面临的具体风险构建其物资采购风险评价指标
体系,运用层次分析法确定 QX 通信公司物资采购评价模型,选取业内专家对评价指标
权重进行赋值,并建立风险矩阵对 QX 通信公司物资采购风险进行评价,得出计划风险、
技术风险、供方选择风险等三个风险出现频率相对较高,风险较大。从而制定了各个风
险因素适宜采取的风险控制策略,如建立物资编码数据库、完善审批流程、建立往来供
应商评价体系等策略。以降低 QX 通信公司的物资采购风险,提升物资采购效率,优化
物资采购流程,提高 QX 通信公司的可持续发展力和竞争力

Research on the Risk Management of QX Communications’
Material Purchasing
ABSTRACT
The communication technology of our country has gone through the 3G, 4G, and has
entered the era of information technology based on cloud computing and Internet of things
from the initial 2G era. The rapid development of information communication technology
based on the improvement of infrastructure, resulting in a large demand for materials and
equipment, communication and communication equipment procurement, materials
procurement professional and timeliness strong, in the procurement plan, technical
requirements, supplier selection risk is complex, the results have a great influence on the final
purchasing. Therefore, the procurement of communication materials and equipment plays an
important role, and the risk management of material purchase in QX communications is of
great value and significance.
Study the material purchase of QX communications, and analyze the procurement risk
management of QX communications.The use of WBS (Work Breakdown Structure)
decomposition of the procurement is divided into three stages, and according to the working
process of combing the actual purchasing process of QX company; from the analysis of
characteristics of the two aspects of the procurement of goods procurement and procurement
management of QX company and the summary and summary. Based on the present situation
and characteristics of purchasing QX communications are analyzed, from the procurement,

Thus, the risk control strategies suitable for each risk factor are formulated, such as
