摘要
自从实行城镇化建设及“一带一路”战略以后，PPP 模式在我国基础建设中
的功能日益强大。实际上，我国当前拥有的 PPP 项目举不胜数。但是，或许是为
了推广 PPP，人们详述最多的是 PPP 模式的诸多优点，但鲜有人会提及 PPP 模式
的缺点及风险。显然，这种做法容易让人误以为 PPP 模式是“万能钥匙”，能够
将我国公共物品的供给难题一一解决。这种过于片面的认识很容易为我国带来严
重的不良后果。事实上，在发展期间 PPP 模式同样面临不少失败案例，其不是天
上掉馅饼，盲目应用 PPP 模式将引发大量的债务问题。最近几年，许多西方学者
逐渐对 PPP 项目进行风险研究，这从侧面反映出西方国家开始重新认识并理解
PPP 模式，说明在投资 PPP 项目时这些西方国家是十分小心谨慎的，而这一切值
得我们进一步的分析探讨

本文将 XX 高速公路项目作为案例，通过研究其运营模式分析其项目风险

第一，梳理 PPP 模式与项目风险的主要理论，以此作为本文案例分析的理论支撑；
第二，将 XX 高速公路项目的 PPP 运行模式的内容作为理论基础，对 XX 高速公路
项目将会遇到的关键风险和形成的规律性特点进行分析，同时针对怎样解决项目
风险提出相应的解决措施；第三，总结本文研究内容并对未来加以展望。期望通
过本文研究可以为其他地区在控制 PPP 项目风险及管理方面发挥一定的指导作
用及现实意义

Abstract
Since the implementation of city construction and the The Belt and Road
strategy, the function of PPP model in China&39;s increasingly powerful infrastructure. In
fact, our current PPP projects are numerous. But perhaps in order to promote PPP,
most of the many advantages of the PPP model are described, yet very little is
mentioned about the shortcomings of the PPP model. Obviously, this approach is easy
to make people mistakenly believe that PPP model is a master key, and can solve
the problem of supply of public goods one by one. Such an excessively one-sided
understanding can easily lead to serious adverse consequences for our country. In fact,
during the development period, the PPP model is also facing many failures, it is not
pie in the sky, blind application of PPP model will lead to a large number of debt
problems. In recent years, many western scholars gradually the risk of PPP project,
which reflected from the side of the western countries began to recognize and
understand the PPP model in PPP project investment in the western countries is very
cautious, and all this is worth our further analysis and study.
This article regards the XX project as the main case to analyze its project risk.
First, the main theories of PPP model and project risk, as the theoretical support of the
analysis of this case; second, the main content of XX project as the theoretical basis,
to meet XX project will be the key risk and forming regularity of features are
analyzed, and puts forward the corresponding suggestion aiming at how to solve the
project risk; third. The contents of this paper are summarized and the future outlook.
Through this study, we hope that it can play a guiding role and practical significance
for other areas in the risk control and management of PPP projects.
