摘要
近年来，随着经济社会发展水平的不断提高，建筑业也迅速发展起来。项目
的数量和规模也随之增多，项目管理的难度也逐渐加大，传统的项目管理模式已
经无法满足现代建筑工程项目的需要，急需采取更先进的工程项目管理模式，提
高工程项目管理的质量。EPC 工程总承包模式遵循科学化、标准化的管理理念，
在提高工程质量的同时，更能够有效减少成本支出，但面临的各种风险也随之加
大。因此，在 EPC 管理模式下，工程项目投标风险问题的评价与管理具有一定的
研究和实践价值

本文对建筑施工企业 EPC 工程项目的投标风险评价与管理问题进行研究，主
要研究内容如下。首先，对工程项目管理、工程项目投标风险、工程项目投标风
险管理基本理论进行阐述，分析影响工程项目投标风险的因素；其次，对 DJ 集
团建筑施工企业投标风险管理现状进行分析，指出企业面临的投标风险类型主要
有，社会政治风险、技术风险、市场环境风险、合同风险、业主风险和竞争风险，
找出投标风险管理中存在的问题包括对投标风险管理重视程度不够、投标风险管
理制度不完善、投标部门人员配置结构不合理和投标风险管理数据库不健全。在
此基础上，本文建立了工程项目投标风险评价模型，构建了基于 EPC 模式的投标
风险评价指标体系，基于 ANP 算法确定各指标权重，在此基础上，结合专家打分，
得出风险评估结果

再次，以 DJ 集团施工的明诚雅居项目为例，利用本文建立的工程项目投标
风险评价模型，对该项目的投标风险进行识别和评价，确定其为中等投标风险等
级，并进一步分析了该项目的主要风险的来源为,承包商自身风险、竞争对手风
险、项目本身情况和社会政治情况等，并从风险的主要来源提出了具体应对风险
的措施。最后，根据 DJ 集团工程项目投标风险管理中存在的问题，提出了优化
DJ 集团工程项目投标风险管理的措施建议

Abstract
In recent years, with the continuous improvement of economic and social
development level, the construction industry has developed rapidly. The number and
size of the project also increase, the difficulty of project management has gradually
increased, the traditional project management model has been unable to meet the
needs of modern construction projects, the urgent need to adopt more advanced
project management model to improve the quality of project management The EPC
project general contracting model to follow the scientific and standardized
management concept, while improving the quality of the project at the same time,
more effective in reducing costs, but the risks are also increased. Therefore, in EPC
management mode, the evaluation and management of project bidding risk has certain
research and practical value.
This paper studies the bidding risk evaluation and management of EPC project of
construction enterprise, and the main research contents are as follows. Firstly, the
concept of project management, project bidding risk and project bidding risk
management are expounded, and the factors influencing the project bidding risk are
analyzed, and the risk management process is evaluated. Secondly, taking DJ group
construction enterprises as an example, this paper analyzes the current situation of
bidding risk management, finds out the types of bidding risks faced by enterprises and
the problems existing in bidding risk management, and develops effective bidding risk
management methods. On this basis, this paper establishes the project bidding risk
evaluation model, lists the bidding risk evaluation index system, through the
construction enterprises bidding risk list survey results to determine the index
weight, and the use of ANP method to assess the risk, Draws the result of risk
assessment, combined with the actual situation of construction enterprises, put
forward the project risk control strategy,
Finally, taking the Mingji Agile project of DJ Group as an example, this paper3
uses the bidding risk evaluation model established in this paper to identify and
evaluate the bidding risk of the project, and explain the measures to deal with the risk,
and find out the existence of bidding management, And put forward the proposal of
bidding risk management to provide reference for the management of actual bidding
work in the future.
