摘要
进入 21 世纪以来，实施可持续发展，发展绿色经济，已经成为时代的最强音。走
生态农业发展的道路，才能从根本上解决传统农业高污染低产出的问题，才能彻底实现
农业快速可持续的发展，才能最终实现经济建设与环境保护绿色协调发展的目标。作为
西北边陲的农业小镇，D 镇在国家大力发展生态农业的背景下，如何抢占发展先机，实
现自身生态农业的快速发展，是本文要研究的重点
本文从生态农业出现的背景开始，运用文献研究法对生态农业的理论基础、定义、
特征进行了梳理。同时对 D 镇生态农业发展的建设地概况、规划布局以及发展模式进行
概述。在这个基础上，建立了生态农业评价指标体系，同时运用建立的评价指标体系对
D 镇生态农业发展水平进行了评价分析，之后运用案例分析法，详细分析了 D 镇在发展
生态农业过程中存在的生态效益没有有效发挥，经济优势不明显，社会效益发挥不充分
等方面的问题。并就形成这些问题的技术因素、法律法规因素、思想观念因素、融资因
素、体制建设因素进行论述。最后，针对当前 D 镇生态农业发展中存在的具体问题，提
出了要在未来的生态农业建设中强化技术和资金的投入、提高生态农业建设的融资效
率、拓宽生态农业建设的融资渠道、进一步深化体制改革等建议。但是生态农业的建设
并不是一时之功，特别是对于这种从传统农业向生态农业转型的地区，要具体问题具体
分析，要不断创新思路，才能最终实现 D 镇生态农业建设又好又快发展

DEVELOPMENT LEVEL IN D TOWN
ABSTRACT
Since the 21st century, the implementation of sustainable development, the development
of green econom y, has becom e the strongest voice of the tim es. The way of ecological
agriculture development can fundam entally solve the problem of high pollution and low
output of traditional agricultu re, can realize the rapid and sustainable development of
agriculture, and finally realize the goal of harmonious development of economic construction
and environmental protection. As the agricultur al small town in the n orthwest frontier, the
town of d, under the background of the national development of ecological agriculture, how to
seize the development of the first machine and realize the rapid development of its ecological
agriculture is the focus of this paper
Starting from the background of the emergence of ecological agriculture, this paper uses
the literature research method to sort out the theoretical basis, definition and characteristics of
ecological agriculture. Based on the overview of the construction status, planning and layout
and development mode of d town ecological agriculture, the evalu ation index system of
ecological agriculture was established, and the ev aluation index system was used to evaluate
the development level of ecological agriculture in d town. afterwards, the case analysis was
used to analyze the problems in the development of ecological agriculture in d town without
effective exertion, economic advantages and insufficient social benefits. The technical factors,
legal and legal factors, ideological and ideol ogical factors, financing factors and system
construction factors of these problems are discussed. Finally, in view of the specific problems
existing in the development of ecological agriculture in d town, the suggestions to strengthen
the investment of technology and capital in the future ecologi cal agriculture construction, to
improve the financing efficiency of ecological agriculture construction, to further expand the
financing channel of ecological agriculture construction, to further deepen the system reform,
and to strengthen the relevant legal system and so on are proposed. However, the construction
of ecological agriculture is not a temporary work, especially for the transition from traditional
agriculture to ecological agricu lture, specific problems to be analyzed, innovative ideas toachieve the final realization of the town ecol ogical agriculture construction is good and fast
development.
