摘要
电力产业是事关国计民生的支柱型产业,但长期以来存在垄断的问题。为了解决这
一弊病,我国电力体制围绕“厂网分开、竞价上网、突破垄断、加入竞争”八字方针进
行了改革。随着改革的不断深入,电力消费市场也在不断发展壮大。这些在给电力企业
带来前所未有的竞争和挑战的同时,也给电力企业提供了良好的发展机遇。因此,深入
研究所面临的环境并提出新形势下的发展战略建议,对于 D 油田电力集团实现可持续发
展意义重大

论文以 D 油田电力集团为研究对象,运用文献研究和访谈等方法,借鉴战略研究的
国内外文献,并结合 D 油田电力集团的实际,对企业的战略规划和战略实施等进行深入
的研究。主要研究内容包括以下几个方面:一是阐述 D 油田电力集团战略研究背景和研
究意义,介绍国内外研究现状,并对国内外研究进行评价,然后提出研究内容、研究方
法和研究框架。二是介绍企业战略相关理论,包括战略管理理论和企业战略管理分析理
论。三是对 D 油田电力集团内外部环境的深入分析,运用 SWOT 的分析框架,先从政
策、经济、社会和技术等方面阐述了 D 油田电力集团的宏观环境情况,接着从企业内部
的经营、管理、技术和人力资源等多方面分析了集团内部的详细情况。在此基础之上,
识别了 D 油田电力集团外部环境潜在的机会和威胁,分析了集团内部环境的优势和劣
势,构建了 SWOT 矩阵,提出了 SO、ST、WO、WT 四种策略选择。四是基于企业的
外部环境和内部环境的分析结果,制定 D 油田电力集团的发展战略。在明确战略定位和
战略目标的基础之上,详细阐述 D 油田电力集团在短期、中期与长期的战略选择模式

五是提出 D 油田电力集团战略实施的保障措施,主要包括优化组织结构、完善人力资源
管理和强化信息化建设。以期通过上述研究对 D 油田电力集团发展战略的制定能够有所
裨益

Study on Development Strategy of D Oil-Field Electric Power Group
ABSTRACT
Electrical industry is playing an important role in our economy which closely related to
national well-being and the people&39;s living condition. But there are some shortcomings of
monopoly in our country for a long time. So reforming of electric industry of our country has
been carried into execution with the policy of “separate power plant and electric grid,sell
with competitive cost , break up monopoly and adopt competition”. Therefore , all the
enterprises engaged in this line especially generating plants will face unprecedented
competition and challenges. At the same time, the electrical market is enlarging now. This
paper studies on the development strategy of D Oil Field Electric Power Group in this
condition which is full of competition and opportunity in order to achieve sustainable
development.
Base on the methods of interviews and literature research, the present paper examines the
strategic planning and strategy implementation of D oil field power group. Adhere to the
principle of linking theory with practice, the study is carried out by drawing on many strategic
research literature at home and abroad as well as the actual situation of D oil field power
group. The main research contents include the following aspects: Firstly, it explains the
strategy research background and research significance of D oil field power group, introduces
and evaluates the domestic and foreign research, and then puts forward the research contents,
research framework and analysis methods; Secondly, it introduces the theory of corporate
strategy, including strategic management theory and enterprise strategic management analysis
theory. Thirdly, the paper analyzes the outer strategy environment of D oil field electric power
group in the respects of politics, economy, social and technology and the inner strategy
environment in the respects of management, technology and human resources. On the basis of
the analysis of environment, the SWOT matrix is constructed to identify the potential
opportunities and threats of the external environment, as well as advantage and disadvantage
of inner conditions. Four strategies as SO, ST, WO and WT are proposed. Fourth, based on
the results of external and internal environmental analysis, the development strategy of D oil
field electric power group can be determined. According to the strategic positioning and
strategic objectives, this paper elaborates the strategic choices of D oil field power group in
the short, medium and long term; Based on the clear strategic positioning and strategic
objectives, Fifth, we proposed the safeguard measures of D oil field power group, including东北石油大学 MBA 学位论文

the optimization of organizational structure, improve human resources management and
strengthen the information construction. It is beneficial to the formulation and implementation
of development strategy of D oil field power group.
