摘要
创新是带动各要素生产率提升的重要动力,推行创新驱动发展是现
阶段我国调整经济结构、实现科学发展的根本途径。知识产权是进行原
始创新的源泉和核心的衡量标准,而专利则属于其中不可或缺的成分

自PCT条约产生以来,在其框架下申请的国际专利己经成为了公司进行
专利布局的关键,我国近年来通过PCT制度提高其国际竞争力的企业日
益增加。随着愈发强大的创新能力、愈发丰富的创新资源及愈发完善的
专利保护政策,我国的PCT国际专利数量激增,己受到了全球的关注

但是,作为在PCT框架下成功实现专利申请主要机构的企业,我国企业
在这方面的近况是怎样的怎样在严峻的海外市场上增强企业竞争力
及更好地在国际市场上进行专利战略布局这些难题随着国际市场上
越来越激烈的竞争,将成为我国公司顺利走向海外市场的重要问题。此
夕卜,本文首次引入我国企业海外销售收入,讨论它与企业在PCT框架下
申请的国际专利数量的相互关系

针对以上问题,经过梳理和评述现有的关于PCT国际专利申请的研宄
文献,发现无论是在理论研究还是在实证研究方面,国内外相对于PCT国
际专利申请的研究较少。因而,本研宄在企业PCT国际专利申请的角度下,
力图揭示它与企业海外销售收入两者间的互相联系。结果发现:(1)我国
I 只有少数企业具有较强研发实力,并且这些企业主要属于通讯行业;(2)
只有在滞后二期与滞后三期时,存在从企业PCT国际专利申请到其海外销
售收入的单项因果关系;在同时滞后三期以后,两者就没有Granger因果
关系;(3)企业PCT国际专利申请数量会促进其海外销售收入的提高

此外,本文通过对华为的创新之路中汲取经验,提出了促进我国企业
专利战略的建议,以期为我国企业成功走向海外市场提供科学理论依据和
决策支持

II ABSTRACT
STUDY ON INFLUENCE FACTORS OF
ENTERPRISES PCT PATENT APPLICATION
ABSTRACT
Innovation is not only a key to the promotion of total factor
productivity, the implementation of innovation-driven development is the
fundamental way to adjust the economic structure and realize the scientific
development at present. Intellectual property is the basis and measure of
independent innovation, and patent is an important part of intellectual
property rights. PCT as an important part of enterprise patent strategy, more
and more Chinese companies are using its advantages to enhance its
international competitiveness. With the promotion of innovation ability and
optimization of patent protection level, the number of China&39;s international
patents is growing which is under PCT system. However, China&39;s enterprises,
as the main part of PCT patent application, what is its PCT patent
application status How to enhance the competitiveness of enterprises in the
tough overseas market, and how to make the patent distribution better in the
international market With increasingly competition in the international
market,these problems will become the key to China’s enterprises go to the
international market successfully. In addition, this paper, UseOverseas
sales income of Chinese enterprisesas an important factor affecting the
PCT international patent applications.
In order to solve the above problems, it is found that there are few
studies on PCT international patent applications both in theory and in
hi empirical research. Based on this, from the view of PCT international patent
application, this paper investigates the relationship between the PCT
applications of China&39;s Enterprises and its overseas sales income.The results
show that: (1) There is only a small number of enterprises in China have
strong R&D ability, and most of these enterprises are in the communications
industry;(2) There is a single cause-and-effect relationship from the PCT
application of China&39;s enterprise to its overseas sales income lags behind the
second phases and third phases; (3) The number of PCT international patent
applications will increase its overseas sales revenue.
In addition, this paper draws lessons from Huawei&39;s innovation, and
puts forward some proposals to promote the patent strategy of China&39;s
enterprises. In order to provide scientific theoretical basis and decision
support for Chinese enterprises to go overseas market successfully.

1.1研究背景
早在1990年,Griliches就指出了专利可以作为衡量创新过程的一个重要指标⑴

而在科技飞速发展和经济全球化的今天,世界的经济形态已经从以消耗原材料、能
源和资本为特征的工业经济转变为以知识和信息为特征的知识经济,知识产权,尤
其是是专利的作用愈发显著,它渐渐成为一家企业、一个省(市/地区)乃至是一个
国家在竞争中处于上风的核心因素[2]。同时,随着各类产品生命周期的缩短,创新
研发更是成了各企业提升其核心竞争力的重要途径[3]。从20世纪开始,许多国家为
