摘要
电力设施的建设及升级改造对于满足企业和居民生产生活日益
增加的电能需要，对经济发展社会进步和环境质量提高，能源安全等
有至关重要的作用。随着经济大环境日益严峻、电力改革造成企业间
竞争加剧，对电力施工企业成本管理提出了高要求。然而，长期以来
电力企业重视专业技术人员的培养，对企业管理、成本管理不太重视，
相比其他行业企业还需要进一步完善

本文以施工项目成本管理理论为基础，运用文献研究法、人员访
谈法、并以浙江 X 输变电工程项目为例，对输变电工程项目成本控制
进行实例研究。对输变电工程成本控制的依据及实施成本控制的支撑
基础进行了界定，运用工程成本控制方法赢得值法从人工成本、机械
成本、材料成本、间接成本四方面进行分解分析研究。浙江 X 输变电
工程由于进行了科学管理，该项目取得了一定控制成本的效果

通过研究，本文认为做好成本计划并严格实施是成本控制成功的
关键。通过建立合理的组织结构、组织分工，明确各类人员的责任和
目标；实行事前有计划、事中有控制、事后有评价的全过程动态的科
学方法，对人工及机械成本控制中存在的不确定性因素进行风险管
理；并且在施工过程中采用科学的方法、不断的总结经验，加强对材
料及间接成本的控制；才能使得成本控制在预定的目标范围内，提高
盈利水平。本文的研究可以为电力施工企业提供实际的指导建议，对
行业发展有一定的借鉴作用

Abstract
The roles of electricity power facility construction and updating reformation are
playing fatally on meeting the gradually rising demands of enterprise manufacturing
and residence living , the economy development ,society forwardness ,as well as
enviornment improvement, resource security and etc.. As the entire ecnomic
enviornment gets worse and electricty power reformation resulted in sever conpetition
among enterprises , it raises stricter request to power construction enterprise about
cost management .While , in the past long period , the power enterprises ignored to
cultivate special technicians ,enterprise management and cost management , compared
with other industry enterprises , which is to be improved further.
This assertation based on the theory of construction project cost management , apply
to literature research method,personnel interview method ,taking instance of Zhejiang
X power transmission project, carry out research of the power transmission project as
actual case .Define the basis of power transmission cost control and the supportance
of cost controlling operation , applying to the project cost controling method , earned
value in four aspects in artificial labor cost ，echanic cost ，material cost and indirect
cost to decompose and analyse and research . Zhejiang X power transmission
project got certain effect on controling cost .
By making research ,this assertation concerns the key of a sucessful cost control is
making a good cost plan and carrying out it strictly . By building reasonable
organizational structure ,devision ,specified all sorts of personnel responsibilies and
targets ;Practise in sientifically completed and dynamic process of planning before
hand ,controling during action ,evaluating after hand, manage risks in unspecified
facts existing in artificial labor and mechanical cost ;In addittion during the project
process by adopting sientifical means ,onstantly summarizing experience , and
enforcing the control of material and indirect costs; So that setting the cost control
within the estimated target range and increasing profit level .This assertation might
offer guided advice for power contruction enterprises and certain reference to
industrial development .
