摘要
科技企业孵化器主要是指为创业者提供相应的平台和环境，通过一些有效可
行的措施实现科技创新发展的目的，中小科技型企业进入孵化器后，孵化器能提
供必要的服务和其他平台搭建的功能，使得企业做大做强，更好的将科学技术研
究成果推向市场，进一步推动和促进科技成果的转化。随着“双创”时代的到来，
创业群体从小众到大众，从内部到开放协同，整个创业过程由技术供给到需求导
向，整个科技企业孵化器行业为适应创新创业的新特征，快速进入转型期，在多
个方面得到了快速的发展。本文基于系统理论、区域创新理论、企业生命周期理
论、专业分工理论等多个理论为基础，采用文献分析、理论分析、实地调查、案
例分析等研究方法，对昆明经开区 X 科技企业孵化器运营模式及运营情况进行了
深入的探讨。发现昆明经开区 X 科技企业孵化存在区域发展不平衡，运营机制不
够完善，政府参与过度、孵化器职能未得到充分发挥，资金支撑不足和融资渠道
不畅，创业文化、品牌效应以及产学研合作模式的缺失等问题。为此，本文认为，
在昆明经开区 X 科技企业孵化器发展中，一是从自身的建设方面，要结合孵化器
实际情况，构建合理的组织和公司治理结构，明确孵化器发展定位，完善企业进
出机制，提高孵化器服务质量，组建一支专业的人才服务队伍，加强科技企业孵
化器的创新环境建设，实现科技企业孵化器的品牌化运作、完善融资体系及评价
体系。二是从政府引导方面，结合当地经济发展和社会发展的实际需求，制定发
展规划，完善产业政策，拓宽融资渠道，为科技企业孵化器的发展创造各种机会
和平台，支持科技成果的转化，从资金、政策、税收等方面为孵化器的发展提供
相应的基础和指导

基本目的：一是解决昆明经开区 X 科技企业孵化器发展中存在问题，促进昆
明经开区科技企业孵化器运营管理的发展，并有丰厚的企业盈利，为其他企业孵
化器提供发展借鉴，促进云南科技成果快速转化；二是为政府部门在今后扶持科
技企业孵化器提供政策研究参考

Abstract

corresponding platforms and environments, and through some effective and feasible

Based on the theories of system theory, regional innovation theory, enterprise life

of literature analysis, theoretical analysis, field investigation and case study to study

conducted in-depth discussion. Found that X-tech enterprises in Kunming Economic
Development Zone had unbalanced regional development, inadequate operation
mechanism, excessive government participation, inadequate functions of incubators,
inadequate financial support and poor financing channels, entrepreneurial culture,
brand effect and industry-university-research cooperation model The lack of such
issues. To this end, this paper argues that in the development of X-tech business
