我国环境代价过大、环境压力始终得不到缓解的重要原因之一，是由于循环经济
发展不平衡、动脉产业与静脉产业的发展断裂所致。诚然，动脉产业、静脉产业
作为循环经济的组成部分，大力推进两大产业在资源、结构、技术等各方面的耦
合协调，有利于促进产业结构的调整、降低环境负荷，尤其对创建资源节约型、
环境友好型社会具有重要的现实意义

本文以循环经济发展为研究背景，首先结合产业关联理论、产业演化理论等
相关理论，对动脉产业与静脉产业的耦合发展进行了深入探析。分析指出动脉产
业与静脉产业在产业要素、产业结构、产业布局、产业政策等各方面存在不同程
度的互动关系，且随着耦合程度的不断加深，两产业的耦合水平形成了其独特的
发展周期。各要素的匹配、对接程度是区分动脉产业与静脉产业耦合发展四阶段，
即萌芽期、成长期、成熟发展初期及成熟发展中后期的重要标志。同时，两产业
在资源、技术、市场等多方存在不同程度的合作与竞争效应，只有统筹全局，不
断在竞争中寻求合作，才能保证各方获利最优，实现两产业的高度耦合发展。其
次，借助数学思维，运用数据包络分析法及变异系数法分别构建了产业链视角及
发展视角的动静脉产业耦合发展评价模型，分别以辽宁省不同城市、不同年份动
脉产业与静脉产业耦合发展实际数据为基础，量化分析辽宁省动脉产业与静脉产
业的耦合现状及其发展趋势。结果表明：辽宁动脉产业与静脉产业链构建有待完
善。但两产业的互动发展不断加深，其耦合协调水平已基本实现初级耦合协调，
现阶段处于向中级耦合协调迈进的过渡时期。依此态势发展，采用线性回归方程
预计未来 5 年内两者的耦合发展将全面实现中级耦合协调。最后，鉴于理论及实
证分析结果，提出了双轮驱动耦合发展、践行生产者责任延伸制度、构建良性循
环经济产业链及强化动静脉产业耦合协调的发展建议，以加快我国动静脉产业耦
合发展进程

ABSTRACT
Venous industry is an important force in solving the problem of resource
shortage and environmental pollution in China. Many developed countries develops
their unique venous industry in line with national conditions by the measures such as
policy guidance, market-oriented operation and full participation, and achieve certain
results. One of the important reasons with great Environmental cost and no reduce
environmental pressure in China is the unbalanced circular economy development and
rupture of arterial and venous industrial development.Indeed, arterial and venous
industry are the important part of Circular Economy. Therefore, vigorously promote
the coupling coordination of the two major industries in resources, structure,
technology and other aspects can adjust the industrial structure, reduce environmental
burden, and especially have important practical significance on creating the resource -
conserving and environment - friendly society.
In the context of circular economy, firstly, combining the theoretical basis of
industry relevance and industry evolution theory, This paper makes a deep analysis on
the coupling development of arterial and venous industry. Analysis pointed out that
there are different degrees of interaction between arterial and venous industry in
various aspects including industrial elements, industrial structure and industrial layout
and industrial policy aspects. And with the deepening of the coupling, the coupling
degree in two industries has formed its own unique development cycle. The match
and joint degrees of elements are the important symbol of distinguishing four periods
containing germination, growth, early mature development and later mature
development of arterial industry and venous industry coupling development. At the
same time, two industries have different degrees of cooperation and competition
effects in resources, technology, markets and so on. Only take the whole situation into
account, and constantly seek cooperation in the competition, can ensure optimal
benefit of the parties and achieve a high degree of coupling development of two
industries .Secondly, by means of mathematical thinking, this paper build the dynamic
evaluation model from the perspective of industry chain and developing of aerial and
venous industry coupling development by the method of DEA and coefficient
variation method. Respectively based on the actual data in different years and
different cities in Liaoning Province, it makes a quantitative analysis on status and
trends of aerial and venous industry coupling development. The results show that
construction of industrial chain between arterial and venous industry chain is not
perfect and needs to be improved. But The level of interaction development of twoABSTRACT

industries is deepening, and has been basically achieved the primary coupling
coordination. At this stage, it is moving to a transition period of intermediate coupling
coordination. In this situation, it is estimated that their development will be fully
achieved intermediate coupling coordination within the next 5 years by the use of
linear regression equation. Lastly, in view of theory and empirical analysis, some
recommendations are putted forward in this paper to accelerate the coupling
development of arterial and venous industries in China, include that drive the
two-wheeled coupling development, practice the system of extended producer
responsibility, build a healthy circulatory economy industrial chain and strengthen the
dynamic coupling coordination of two industries..
