改进研究主要运用安全管理和现场管理的理论，采用文献查阅、案例分析和对比
分析等方法，从制度建设、人员配置和设备设施三方面对常熟 H 石化仓储的安全管
理现状进行描述，并结合本行业的法律法规和标准规范的符合性建设进行评判。重点
从隐患排查和事故（件）统计角度分析，指出了该企业“重制度建设，轻现场执行；
重法规符合，轻硬件投入”的问题。针对上述企业安全管理过程中存在的不足与问题，
结合同行业的安全管理经验，提出了狠抓基础设备设施管理、提高现场执行力度和加
强企业文化建设的改进建议。同时还对提出了安全责任考核、安全费用投入及安全委
员会监督的保障措施，以促进上述改进措施的落实，消除安全隐患，降低安全事故发
生的概率，减轻安全事故发生的影响，实现企业的长远稳定发展

Research on the improvement of safety management in
Changshu H Oil&Chemical Storage Co.,Ltd
Abstract
The hazardous chemicals storage enterprise makes nearly everyone dreaded because
the chemicals can be flammable, explosive, poisonous, harmful and corrosive. Once there
is an accident, it will bring people great loss and even cause adverse effects to the
environment. In order to improve the safety management and promote long-term and stable
development to Changshu H Oil&Chemical Storage Co.,Ltd, I carried this research on the
present situation of the safety management.
The focus of this refined research is to describe the current safety regulation for
Changshu H Oil&Chemical Storage Co.,Ltd in terms of safety rules, on-site labors and
equipment based on the theory of safety management and on-site management. Research
methods include literature review, case analysis and comparative analysis. The research
also criticizes on the safety regulation in reference to laws and construction standards in
the same field. The key is to illustrate how the company placed too much stress on rule
establishing rather than rule enforcement and how it ignored the actual need for more
hardware so long as the current ones were aligned with the written laws via the
investigation on potential danger and the statistics on accidents. In order to help to solve
the current problems, after learning from other safety regulations in the same field, the
author advises the company to place more stress on the management of infrastructures,
strengthen implementation and to speed up the building of corporate culture. Companies
are also suggested to be more strict with their assessment of safety responsibility, increase
their investment on safety tools and strengthen the safety management information system
so as to promote the implementation of the above measures, eliminate potential danger,
alleviate the probability of accidents, reduce the harm brought by accidents and ensure a
long-term and steady development for the company.
