文章以现代企业管理理论和风险管理理论为基础，以株洲市 A
开发投资公司融资风险为研究对象，在系统梳理国内外现有研究成果
的基础上，对企业融资的概念、影响因素与风险识别以及企业融资风
险管理的理论基础进行了简单概述。通过对株洲市 A 开发投资公司
目前情况的调查，发现该公司融资面临的主要风险是管理机制不健
全，承险能力日趋脆弱，贷款风险日益加大，债务风险逐年攀升，贷
款规模不断受限。主要原因是公司信用度不高、政府管控不力、债务
监管不严。运用层次分析法和运筹学理论，构建了比较科学的风险评
价指标体系，确定了一级指标、二级指标和三级指标的权重和计算方
法，并以此为依据，对整个公司的融资风险进行评价。提出化解株洲
市 A 开发投资公司融资风险需要建立现代企业制度，加强偿债管理；
严格监督平台公司运营行为，出台相关制度规章；加强台账审查，加II
强对募集资金使用的跟踪监管；创新融资模式，全面活化资本，确保
资金发挥最大效益

ABSTRACT
The world financial crisis in 2008 has caused a greater negative
impact to the economic development of China and the whole world. In
order to ensure the normal development of the domestic economy and to
meet he needs of local development and infrastructure investment, local
governments build a variety of development and investment companies
with their own credit. A development and investment company of
Zhuzhou City is established within this background. The company has
made a lot of bold exploration and try, and thus make a great progress,
but with the internal and external environment changes of industrial
policy , enterprises are facing more and more financing risks, which
might seriously affect the development of enterprises and local economy.
Taking the financing risk of A company as the research object, and
basing on the modern enterprise management theory, risk management
theory and the existing research results both at home and abroad, this
paper analyzes the concept, influencing factors and risk identification of
corporate finance. Through the investigation of the current situation of A
Company, this paper summarizes the main risks that the company&39;s
financing are facing are mainly: the management mechanism is not
perfect; the insurance capacity is becoming increasingly fragile; the loan
risk is increasing day by day and the debt risk is increasing year by year.IV
By using the analytic hierarchy process and the system optimization
decision-making method, this paper conducts a more scientific risk
evaluation index system, and determines the weight and calculation
method of the first-level index, the second-level index and the third-level
index, and basing on above this paper makes a risk assessment of the
whole company. Based on above investigations and analysis, this paper
puts forward the strategy as following about how to resolve the financing
risk of A Company: establishing the modern enterprise system;
strengthening the management of debt service; strictly supervising the
operation behavior of the platform company; introducing relevant rules
and regulations; strengthening the account review; making funds to track
the regulation; making a innovative financing model and a comprehensive
activation of capital to ensure the maximize effectiveness of funds.
