Abstract
Under the background of ongoing financial reform and increasing market
competition, commercial banks in China begin to shift business model, begin to pursue
the economies of scale and the economies of scope, begin to develop a variety of
charging products, and begin to carry out a variety of marketing strategy. However, due
to various reason, commercial banks’ post setting is too complex in China to distinguish
the core responsibilities between different posts, and the mechanism of post personnel
allocation and grading is not regulated. Meanwhile, there are many performance
achievement system in the same bank which makes the system play a role of no
incentive to the worker. Therefore, under this big background, our country’s
commercial banks must take the initiative to adjust organization strategic objectives, to
improve the performance management system, to improve the service level, and to pay
more attention to staff’s personal career planning and development. In addition, the
performance management system should pay more attention to organizational
development strategy, combine the performance of organization, department and
individual, complete the organization&39;s strategic objectives, and consider the long-term
and short-term interest at the same time while develop the performance appraisal
indicators. By studying the existing performance management system of,
comprehensively analyzes the shortcomings of QD Rural Commercial Bank in terms of
performance management system using relevant theories; then optimizes the
performance management system from the aspect of performance management target
system, performance management process system, performance management regime

The application of the performance management system. Finally, put forward the
countermeasures and suggestions to perfect the performance management system of QD
Rural Commercial Bank.
