摘要
随着中国经济的快速发展，经济与环境资源之间的矛盾也日益暴露出来，单
位 GDP 能耗达到发达国家的三倍。造成以上现象的最重要的原因是能源总体利用
率不高，能源系统效率太低，而这已经成为制约中国经济和社会发展的主要障碍

所以，国家将“节能减排”作为可持续发展的重要战略，因为只有节约能源、充分发
挥能源的效率，才能保障国家能源安全，使国家的经济保持持续增长

基于这样的发展环境下，合同能源管理才有应用的必要性。合同能源管理是
市场化的节能新机制，对于目前节能产业发展具有重要的作用。能够带动整合技
术和资源优势，保证企业在生产经营的过程中能够极大程度的降低成本，提升企
业的节能效益。本文的研究正是基于这样的现实背景之下，提出的现实性思考，
以 JY 公司为例，对企业合同能源管理提出有建设性的发展意见。本文的研究共分
为六个部分，第一章为绪论，对本文的研究目的意义和目前国内外研究的现状进
行总体分析，总结归纳出目前研究的总体规律，从而确定本文研究的最终方向，
研究方法和创新点。第二章为相关理论概述，以管理学理论为基础，通过流程管
理、目标管理、合同能源管理的理论指导，奠定本文的研究基础，从而为分析实
际案例作出重要的指引。第三章为 JY 公司合同能源管理的现状。以高炉鼓风脱湿
项目进行实例分析，对 JY 公司合同能源管理的基本情况进行介绍。第四章为 JY
公司合同能源管理存在的问题及风险分析，结合合同能源管理的全过程对出现问
题的环节进行剖析。第五章为 JY 公司合同能源管理的对策建议。第六章为结论，
以个案分析，归纳出一般性的发展建议思考

Research on JY Company enterprise contract energy
management
Abstract
With the rapid development of China&39;s economy, the contradiction between
economy and environment resources is exposed increasingly. The energy consumption
per unit GDP reaches three times that of developed countries. The most important
reasons of the above phenomenon are as follows: the overall energy utilization rate is
not high and the energy system efficiency is too low. This has become the main
obstacle to China&39;s economic and social development. So, China will take energy
conservation and emission reduction as an important strategy of sustainable
development. Because only by saving energy and giving full play to the efficiency of
the energy, can it ensure the national energy security, and keep the country&39;s economic
growth.
Based on this developing environment, the necessity of contract energy
management is applied. The contract energy management is a market-oriented
energy-saving mechanism, which plays an important role in the development of current
energy conservation industry, and it drives the integration of technology and resource
advantage. More than that, it can significantly ensure the reduction of costs and the
improvement of enterprises’ energy saving benefits. The paper is based on this reality
background, and put forward a realistic thought. Taking JY company as an example, it
puts forward constructive suggestions on the contract energy management of
enterprises. This paper is divided into six parts. The first chapter is the introduction,
which states the purpose and the meaning of this study, expresses the overall analysis
of the present status at home and abroad, summarizes the general law of the present
study, determines the final direction of this study, research methods and innovations.
The second chapter is for the summary of relevant theories. Based on the theory of
management, it puts up important instructions for actual cases through the theories of

the process management, the target management and the contract energy management.
The third chapter is about the current situation of JY Company’s contract energy
management. Based on the example analysis of blast furnace dehumidification project,
it introduces the basic situation of JY Company’s contract energy management. The
fourth Chapter is the problems and risk analysis of the JY Company’s contract energy
management. It also analyzed the whole process of the contract energy management.
The Chapter five is the countermeasures of JY Company&39;s contract energy
management. The sixth chapter concludes with a case analysis and summarizes general
development suggestions.
