摘要
中国的社会保障制度随着改革开放的进程正在不断深化变革之中，社会保障制度直
接或间接引发的一系列宏观经济问题是社会各界普遍关注的，社会保障制度的改革也将
牵动社会经济方方面面的改革，针对这个问题，经济学家和政府部门官员已经和正在进
行不懈的探讨和试验。本文以养老保险为侧重点，比较归纳其演变发展和在中国的实践
状况，试图对中国的养老金制度和整个社会保障制度与经济发展的关系作一些思考。从
国际养老保险发展看，大多数养老保险制度改革有一个共同趋势，即养老保险中政府责
任的减轻，国家不再单独承担整个社会的养老保险责任，养老保险制度由单一模式向结
构多元化体系发展，养老保险产品不断的创新，更多地倾向于个人和家庭以不同角色和
功能构建综合性的创新型保险产品。本文结合陕西省养老保险市场现状，分析其创新战
略以及保障措施，以期推动陕西省养老保险市场发展，同时为行业内养老保险产品创新
提供有益启示

本文首先梳理了养老保险产品创新的理论基础，包括保险的基本理论，养老保险概
念及特点以及养老保险产品创新理论。在此基础上分析了陕西省养老保险产品的现状，
包括行业发展状况以及陕西省养老保险产品现状等。对陕西省养老保险产品创新提出了
构想，如以市场需求为导向设计产品、拓宽保险销售渠道、提高专业化服务水平、严格
治理销售误导、转变保险观念，及潜在风险分析和强化风险意识等，通过祥实的数据及
图表进行分析说明。最后讨论了陕西省养老保险产品创新的保障措施，进一步加大偿付
能力监管工作力度、进一步加大资金收付环节监管力度、不断健全保险监管制度体系，
切实保护被保险人利益等

ABSTRACT
China social security system with the process of reform and opening up the deepening of

between economic development and make some thinking. From the development of
international endowment insurance, most of the endowment insurance system reform is a
common trend, which reduce the responsibility of the government pension insurance,
endowment insurance responsibility of the country is no longer alone bear the whole society,
the development of pension insurance system from a single mode to the diversified structure
of endowment insurance system, continuous product innovation, more inclined to individuals
and families in different roles and functions to build a comprehensive and innovative
insurance products. In combination with the present situation of the endowment insurance
market in Shaanxi Province, analyzes the innovation strategy and safeguard measures, in
order to promote the development of endowment insurance market in Shaanxi Province, and
to provide useful inspiration for the industry of endowment insurance product innovation.
In this paper, the theoretical basis of the endowment insurance product innovation, including
the basic theory of insurance, the concept and characteristics of endowment insurance and
pension insurance product innovation theory. On the basis of the analysis of the status quo of
the pension insurance products in Shaanxi Province, including the development of the
industry and the status quo of the old-age insurance products in Shaanxi province. This paper
puts forward some ideas for the innovation of the endowment insurance products in Shaanxi
Province, such as changing the idea, designing the product with the market demand,
developing the differentiation strategy, analyzing the potential risk and strengthening the risk
consciousness, etc.. Finally, it discusses the safeguard measures of Shaanxi province
endowment insurance product innovation. The implementation of the expected objectives for
the implementation of a focus, grasp the two key and achieve the goal of the three. Specificmeasures include efforts to further increase the pay and working ability of supervision and
further increase the payment of part of supervision, continuously improve the supervision
system of insurance system, multi linkage, and effectively protect the interests of the insured.
