摘要
Y 公司设备维护业务流程再造研究
坐落于A市的 Y公司负责该市A市地铁集团所有建设完成线路的机电类设备维护
工作,于 2013 年 8 月正式挂牌成立。目前 Y 公司共设有 7 个职能部门,3 个生产部门,
现有人员 1583 人。从 Y 公司生产经营情况及组织架构可以看出,Y 公司目前业务主要
内容有以下几个特点:
一、设备维护总量大。Y 公司维保工作范围内,仅一条线各个维护模块中设备的
种类就多大 210 余种,各模块设备数量总和超过 2000 台,这其中包括大到十几吨的通
风系统设备,也有小到类似家用电脑的便携工作站

二、设备维护种类多。在 Y 公司维保的 210 余种设备中,有机械程度极高的接触
轨、道床等设备,需要大量专业的机械知识、结构知识作为基础开展设备的维护保养
及故障检修工作;也有楼宇自动化、综合监控等完全依靠电脑工作站、应用程序、执
行器等弱电电子信息类知识进行维护的专业;同样也有屏蔽门、水泵、风机等大型需
要机电一体化知识进行维护的设备。这些跨度极大的专业模块开展维保作业时,需要
维保人员具备很专业的技能水平,不同模块维护人员之间有一定的专业壁垒

设备相互交织程度高。城市轨道交通是一个技术密集型产业,地铁也是一个技术
密集型系统。这些专业模块的不同设备在地铁系统内部的运转并不是各自独立的,而
是通过各种互锁关系、通信关系等构成一个整体。在开展设备维护工作中,经常会发
生交叉作业或者因维护作业的需要需与其他专业模块维护人员联合作业的情况

业务流程再造通过企业或者组织现有流程进行根本性的审视及思考,针对出现的
问题,对原有的业务流程进行根本的彻底的重新塑造,从而使企业的生产质量、生产
效益等综合竞争能力得到明显的提高。重塑的过程,包括对企业的组织机构、人力资
源架构、生产组织形式等方面进行调整,从而达到提高企业盈利能力增强企业整体正
经里的目标

通过对企业流程的重新塑造,即企业流程再造过程,企业不仅在经营业绩上获得
巨大提高,还会使企业在其形态上发生革命性的转变,所以企业流程再造的内容是:
将企业由以职能为中心的传统形态转变为以流程为中心的新型形态,从而实现企业经

近年来 A 市地铁呈现爆炸式的发展形式。随着 A 市地铁建设的大力发展,Y 公司
也呈现爆炸式的发展态势。这一爆炸式的增长除了给公司运作带来很高的负担之外,
公司运转过程中还遇到了很多在公司成立初期未曾遇见的问题及困难。对于 Y 公司来
说,无论是内部环境还是外部环境,都是在急剧变化着的。这些急剧变化的内外部环
境给 Y 公司运转带来了很多大的困难及阻力,面对这些未曾预见到的困难及阻力,现
有的企业架构及流程管理形式显得捉襟见肘,甚至出现疲于应对的状态。几乎每天都
有人在抱怨着公司办公事务流程的僵化和繁琐程度,抱怨着设备维保作业施工管理流
程的笨重及不便性,抱怨着员工休假、请假流程给自己原本繁忙的工作带来了更多的
不便影响

除了内外部环境急剧变化导致 Y 公司需要进行企业流程再造之外,顾客的需求也
日益体现着对 Y 公司进行企业流程再造的需求。作为一家主要业务为地铁设备维护保
养的公司,Y 公司的直接客户为地铁业主,间接客户为每一位地铁乘客。地铁对于 A
市来说是个新兴产物,他的管理及营运工作都是在摸索中开展进行的。但随着 A 市地
铁的大力发展,地铁业主方对于设备维保公司的要求逐步提高。而 A 市地铁的乘客更
是对设备使用和维护提出了自己的高要求

对 Y 公司行政组织结构及流程以及成生产部门组织结构及流程进行重新设计,从
而实现消除业务流程运行障碍,降低业务流程成本,提升业务流程效率的目的

企业再造不是一蹴而就的,它是一个持续的历程。根据 Y 公司现在的营运状态,
以及当下内外部环境制定并实施的本次流程再造,只是解决 Y 公司发展到现阶段,在
当下这个时间,当下这个状态下的问题,随着变化的持续随着竞争的持续随着顾客需
求的变化,为了适应新环境的流程再造还会再次发生

本次 Y 公司的企业再造所建立的新流程和新组织在 Y 公司已经开始初步运行了,
流程再造后的 Y 公司在诸多业务流程上的运的顺畅度和业务的处理速度上均有所提
高,企业运转加快,环境适应能力加强,经济效益明显显著,员工可以将更多的精力
放在主营业务之中,工作信心提高,工作热情提升,应该说此次再造是成功的

Abstract
Research on Purchasing Business Process Reengineering
of the Y Company
Company Y, located in the city of A, was responsible for the maintenance of the
