摘要
信息化战争中军事物资应急配送是在信息技术高速发展的基础上展开的,做好新
形势下信息化战争的军事斗争准备,实现信息化战时应急配送体系的建设有着重要的
理论价值与实践意义

文章以空降兵某旅的军事物资应急配送体系的优化建设为切入点,综合运用文献
研究法、个案研究法、对比分析法以及案例分析法等研究方法,充分立足于未来信息
化战争中军事物流应急配送需求,开展信息化条件下军事物流应急配送研究。文章首
先系统化研究了信息化条件下军事物流应急相关理论如信息化条件下战争的理论、军
事物流、应急配送军事物流对战争的支撑理论等。其次,对联勤保障体系下信息化战
争中军事物流应急配送展开研究,通过探讨信息化条件下战争中军事物流发生的改变,
深入剖析了我国军队联勤保障机制的现状及保障系统问题分析。再次,对于空降兵某
旅信息化条件下军事物资应急配送发展的路径进行优化研究,分别对应急配送保障机
制的构建、应急物资反映信息系统、军事物资应急配送的组织结构设计等方面进行了
系统化研究。在此基础上,对空降兵某旅军事物流应急配送中心以及配送模式的构建
要点进行系统化研究,包括军事物流配送中心的设计、应急配送中心的建立、应急配
送中心的功能、配送模式构建等方面,实践表明,对于应急配送系统的优化可不断提
升后勤保障的可靠性能,并借鉴以海湾战争中的美军物流体系建设经验,对于信息化
战争综合保障进行了系统化分析。最后,文章以配送中心选址及调度优化为例,利用
本文的设计研究成果对于空降兵某旅配送中心选址及调度优化问题进行分析,以验证
前文设计方案的有效性及可行性。从联勤保障体制下空降兵某旅应急配送体系所折射
的问题入手,开展配送中心的选址以及路径优化工作,以满足空降兵某旅在湘南、湘
北、鄂南等三个地区的核心军事物资后勤保障需求。引入评价指标体系进行物流中心
选址的综合评价,依据候选配送中心的综合得分最终确定衡阳(a)、武汉(c)为最
优的两处物流配送中心,并构建物流应急配送网络。引入路径优化算法计算物资配送
中心到作战部队用户的配送路径进行优化,结合运筹学运输原理,利用表上作业方法
简化调度规划求解,提升运输调度水平。依据产销需求关系建立运输调度数学模型论
证军事物流优化调度方案的可行性与高效性

本文的创新点在于信息化战争背景下军事物资应急配送中心建设以及配送模式
的优化研究,借鉴国内外军事物流应急输送体系研究状况[27],应用于我军物流应急
配送体系中,不断探索出适合国内发展国情的军事物流应急配送理论体系。在研究中
采用系统科学的研究手段,如层次分析法、专家打分法以及配送路径优化算法对于信
息化战争环境下军事物资应急配送发展的基本策略和依托军事物流配送中心的军事
物资应急配送模式构建进行深入研究

信息化战争已成为当前军事战争的主要形态,信息化战争后勤保障空间上具有多
维性,后勤保障逐渐朝着技术密集型智能活动方向发展。未来我国空降兵军队信息化
作战的主要方向即为联合应急作战,具有较大的战场跨度以及物资消耗量,军事物资
应急配送活动充分利用现代化信息资源与装备,同时借鉴国内外军队物流配送的先进
经验,进一步深化空降兵军队应急保障体系改革,做好新形势下信息化战争的军事斗
争准备

ABSTRACT
Military supplies in information war emergency distribution is carried on based on the
rapid development of information technology, well under the new situation of information
war preparations for military struggle, has important theoretical value and practical
significance of the construction of informatization of wartime emergency distribution
system.
Based on the optimization of the construction of Airborne Brigade military emergency
distribution system as a starting point, the research method of comprehensive use of
literature research method, case study method, comparative analysis method and case
analysis method, based on the full military logistics in future information war emergency
distribution requirements, carry out military logistics information under the condition of
emergency distribution. Firstly, this paper systematically studies the military logistics
emergency related theories such as the theory of war under the condition of
informationization, the military logistics, the military support of the military logistics of
emergency distribution and so on. Secondly, research on the military logistics information
system in emergency war joint logistics distribution, through the discussion of military
logistics under the condition of information war changes, in-depth analysis of the current
situation and analysis of the security system of China&39;s military joint logistics mechanism.
Again, for the path of military supplies Airborne Brigade under the condition of
informationization development of the emergency distribution of emergency distribution
respectively on the protection mechanism of the construction of emergency materials and
reflection are systematically studied the distribution structure of organization information
system and military emergency supplies. On this basis, to build distribution center and
distribution mode of emergency Airborne Brigade military logistics points make a
systematic research, including military logistics distribution center design, emergency
distribution center, distribution center, distribution of emergency function model building,
practice shows that the reliable performance for the optimization of emergency distribution
system can be continuously promotion of logistics, and reference to military logistics
system construction experience in the Gulf War, the security of information warfare
comprehensive systematic analysis. Finally, based on the distribution center location and
scheduling optimization design as an example, using the research results of this paper for
the Airborne Brigade of the distribution center location and scheduling optimization
problems are analyzed, in order to verify the validity and feasibility of this design scheme.
Starting from the joint logistics system under the Airborne Brigade emergency indexIII
distribution system problems, carry out the distribution center location and path
optimization work, to meet the Airborne Brigade in Hunan, Hunan, Hubei South three areas
such as the core of military material logistics demand. The introduction of the evaluation
index system for comprehensive evaluation of logistics center location, according to the
comprehensive score of candidate distribution centers and ultimately determine the
Hengyang (a) and Wuhan (c) for the two distribution center logistics optimization, and
construct the emergency logistics distribution network. The optimization calculation of
material distribution center to the distribution of combat troops to optimize the user path
path algorithm, combined with the research of transport principle, using the operating table
method to simplify scheduling planning, enhance the level of transportation scheduling.
Based on the relationship between production and demand, the paper establishes the
mathematical model of transportation scheduling to demonstrate the feasibility and
efficiency of Military Logistics Optimal Scheduling scheme.
The innovation of this paper lies in the construction of distribution center and
optimizing the distribution pattern of emergency military supplies information under the
background of war, from the domestic and foreign research status of emergency military
logistics delivery system [27], applied in the emergency logistics distribution system,
constantly explore the suitable conditions in the development of military logistics
emergency distribution system theory. By means of system science in the study, such as
AHP, expert scoring method and distribution path optimization algorithm for the military
information war environment emergency distribution development basic strategy and
relying on the military logistics distribution center construction of military supplies
in-depth research on the distribution model of emergency.
The information war has become the main form of the current military war, the
information war logistics support space has the multi-dimensional nature, the rear service is
