摘要
当前经营环境的变化和新技术的发展与运用对我国银行业信息化建设带来了新的机
遇和挑战。以云计算、大数据为技术特征的新一代银行业务辅助技术快速向金融服务行业
渗透,在提升银行系统工作效率的同时,为用户提供更高质量的服务。在经济全球化发展
的背景下,各个银行致力于成为具有高盈利性、高安全性以及高流动性的企业,努力扩大
市场份额,受金融监管力度的加大以及金融脱媒趋势的加深,商业银行面临业务模式、服
务模式、企业管理模式的改革浪潮,以适应市场经济的发展,迎接金融脱媒带来的巨大冲
击。银行通过推进信息化建设,能够帮助商业银行降低企业内耗,增强市场活性,优化业
务处理流程,为客户提供更优质的服务,最终达到提升企业盈利能力的目的

BC 银行在过去的二十年的发展历程中,对信息化战略的重视程度较高,并投入较多的
人力物力进行企业信息化战略的转型,但从其信息化转型现状看,BC 银行的信息化战略实
施效果不尽如人意。本文通过深入的分析 BC 银行信息化战略中存在的问题,利用 SWOT 分
析法以及关键成功因素法对 BC 银行的信息化战略进行全方位的分析,在发现 BC 银行信息
化战略存在的问题的基础上,进行银行信息化战略效果与预期目标存在差异的原因进行发
掘,探讨 BC 银行信息化战略的可行之路。分析结果表明,当前 BC 银行在信息化战略中,
针对投资业务、财富管理业务、中小业务以及移动金融业务等关键系统中,信息系统的建
立还不够充分,部分系统功能存在严重缺陷;从信息化建设现状看,当前信息化建设重点
仍侧重于对2003年之前的信息化系统进行维护修补方面,无法适应快速的市场需求变化;
从战略一致性方面看,BC 银行的经营战略、业务组织框架等与信息化战略之间缺乏统一的
架构支撑。综上所述,BC 银行的信息化战略存在架构落后于业务流程与组织形式的问题,
且信息化架构无法较好的支撑银行未来信息化的经营管理需求。基于上述分析,本文从物
理层面、应用层面、智能层面对 BC 银行信息化战略的实施目标进行明确,制定出贴合 BC
银行实际的信息化战略策略体系,并对所制定信息化战略策略体系进行目标转移分析以及
风险控制策略,为 BC 银行信息化战略的顺利实施提供参考

ABSTRACT
The change of the current business environment and the development of new technology
and use of banking informationization in our country brings new opportunities and challenges.
With big data, cloud computing, mobile Internet as a representative of a new generation of
information technology such as swell, and quickly fusion penetration to the financial sector,
financial and other new forms has given rise to the Internet. At the same time, the global
economic and financial integration deepening, increasingly strict new financial regulatory
reform, the domestic financial disintermediation (refers to in the case of financial regulation, the
money supply to bypass system of commercial Banks, directly to the demand side and the issuer,
complete the extracorporeal circulation of funds) and interest rate marketization accelerating
evolution, commercial Banks are facing management mode, business operation mode, the
changes and the impact of customer service mode, must speed up the transformation of the mode
of development, promote the sustainable development of the information to the information from
the bank the new strategy.
BC Banks in the developing course of the past two decades, high degree of attention to the
informatization strategy, and put more resources into the transformation of enterprise
informatization strategy, but look from the information-based transformation present situation,
the BC bank informatization strategy implementation effect is not satisfactory. In this article,
through in-depth analysis of the BC bank problems existing in the informatization strategy, using
the SWOT analysis method and the critical success factor method to carry on the
omni-directional analysis BC bank informatization strategy, the discovery of the BC bank, on the
basis of problems existing in the informatization strategy for bank informationization strategy
effect and the reason why there are differences between the target to discover, explore the
feasible way to BC bank informatization strategy. Analysis results show that the current BC bank
in informatization strategy, aimed at small and medium-sized business and investment banking,
wealth management business, mobile financial services such as key in the system, the
establishment of information system is still inadequate, part of the system function exists serious
defects; From the informationization construction present situation, the current informatization
construction key before 2003 is still focused on the maintenance repair aspects of information
system, and can&39;t adapt to the rapid changes in market demand; In terms of strategic consistency,
BC bank management strategy, business organization framework and informatization strategy
between the lack of a unified architecture to support. To sum up, the BC bank informatizationIII
strategy exist architecture behind the business process and organization form, and information
architecture can&39;t better shoring up the Banks information management requirements in the
future. Based on the above analysis, this article from the physical level, application level and
intelligent level of the implementation of the strategy of BC bank information clear goals, to
develop a joint BC bank informatization strategic strategy of actual system, and the strategy
system of informatization strategy target transfer analysis and risk control strategy, provide a
reference for the smooth implementation of BC bank informatization strategy.
