摘要
随着社会的快速发展,社会对人才的需求在不断的提高,普通高校招生规模在逐年扩大,高校
后勤投资规模进入了空前发展阶段,过去计划经济下形成的单纯依靠国家财政拨款的高校投资体制
已经不适合新形势下高校发展的需要。这也为高校后勤转型,改革,升级提供了广阔的发展机遇

为了提高学校的服务能力、完善学校基础设施,强化办学力量,进一步提高学校的教学质量和水平,
建设高标准、现代化的大学,后勤工作发挥着不可估量的作用,从上世纪 80 年代末开始高校后勤改
革到目前已经有了 30 多个年头,高校后勤改革有了非常显著的成效,但与此同时也暴露出了许多新
问题。为了解决这些新问题,一些新的改革模式被引入到我国高校后勤领域,这必将对高校后勤投
资管理体制改革和政府职能转变产生一定影响。如何利用好社会上大量的优质资源来为学校减轻教
学发展的压力,是各高校应该重点去研究和解决的课题。由此可见,只要后勤社会化改革能够顺应
社会的发展,提高服务质量和效率学校就可以在日趋竞争的社会当中立于不败之地

本文以河南大学后勤服务总公司为例,首先分析了我国高校后勤社会化改革历程和理论研究现
状,结合并参考国内外有关后勤改革方面的理论综述及社会化发展模式,运用所学的企业战略管理相
关理论针对河南大学后勤服务总公司的基本情况重点对餐饮、生活服务方面进行研究,依据大量调
查所得数据,详尽分析了企业所处的内外部环境,面临的优势与劣势、机遇和挑战,机会与威胁,运用
已知的企业战略管理理论、波特的竞争战略理论、SWOT 分析、实证研究, 提出了河南大学后勤服务
总公司的总体发展战略和实施战略

战略实施上,实施多元化战略,利用学校品牌优势,快速进入后勤市场;利用关联企业,拓展供应
链上游,拓宽市场业务渠道;要坚持业务层低成本战略;要优化流程,减少消耗,向管理要效益。采用
先进的生产设备和生产工艺,减少人力承担,提高劳动效率,减少能耗,增加单位产出。适度领先采用
信息化和高科技手段,优化管理,提升安全。充分利用资源和成熟经验,在能源合同管理等方面采用合
作或 BOT 模式,既避免大量资金投入,又改善后勤硬件设施,还能提高师生满意度

本文采用了文献资料查阅和实地走访调查并发放问卷等方法,全面了解和分析了河南大学后勤
服务总公司的发展战略,希望通过本文的研究,提出河南大学的后勤改革的合理化方案,并为此类型
的高校后勤改革提供一定的实践指导意义

Abstract
With the rapid development of society, the social demand for talent in improving, college enrollment
has expanded each year, the investment scale of university logistics has entered an unprecedented stage of
development, the formation of the past planned economy depends on the investment system of state
funding has been not suitable for the need of university development under the new situation. This also
provides a broad development opportunities for the transformation, reform and upgrading of University
logistics. In order to improve the school&39;s service ability, improve school infrastructure, strengthen the
power of the school, to further improve the quality and level of teaching in schools, the construction of a
high standard, modern university logistics plays a very important role, from the last century began at the
end of 80s after the reform to the current college attendance has been more than and 30 years, with the
reform of university logistics the very significant results, but at the same time also exposed many new
problems. In order to solve these problems, some new reform models have been introduced into the field of
logistics in China&39;s colleges and universities. How to make good use of a large number of high-quality
resources in society to relieve the pressure of the development of teaching, is the focus of colleges and
universities to study and solve the problem. Thus, as long as the logistics socialization reform can adapt to
the development of the society, improve the service quality and efficiency of the school can be in an
increasingly competitive society in an invincible position.
This paper takes Henan University of Logistics Service Corporation as an example, the first analysis
of China&39;s university logistics socialization reform course and theoretical research, combined with reference
review and pattern of social development theory at home and abroad about the logistics reform, researches
the basic situation of catering and service life by using strategic management science related according to
the theory of logistics service company of Henan University, according to a large number of survey data, a
detailed analysis of the internal and external environment, the advantages and disadvantages, opportunities
and challenges, opportunities and threats, using known enterprise strategic management theory, Potter&39;s
theory of competitive strategy, SWOT analysis, empirical research, and put forward the implementation the
overall strategic development strategy of Henan University logistics service company.
Implementation of the strategy, we should highlight the main business, bigger and stronger food and
beverage, and life service industry. By adjusting the mechanism, not only to the introduction, but also to go
out. Integration of existing resources, brisk walking, actively participate in market competition. To
implement the diversification strategy, the use of brand, quickly enter the logistics market, through the
whole replication method, the logistics service contractor; using related enterprises, expand the supply
chain upstream, broaden the market business channel; to adhere to the business strategy of low cost; to
optimize the process, reduce the cost, benefit from management. The use of advanced production
equipment and production processes, reduce manpower, improve labor efficiency, reduce energy
consumption, increase unit output. Appropriate use of information technology and high-tech means to
optimize management, improve security. Make full use of resources and mature experience in energy
contract management and other aspects of cooperation or BOT model, not only to avoid a large amount of
capital investment, but also improve the logistics hardware facilities, but also improve the satisfaction of
teachers and students.
This paper uses literature review and field investigation and questionnaire, a comprehensive
understanding and analysis of the development strategy of logistics service company of Henan University,
hope that through this study, the rationalization of the proposed logistics reform of Henan University,
provides some practical guiding significance for the reform of university logistics and type.
