双边市场理论的兴起是平台经济方兴未艾和平台产业发展日新月异的必然结果，其实
质是经济全球化、区域经济一体化和网络信息化的“三化”集成者。城市经营平台作
为双边市场的存在模式之一，是比单纯的双边市场企业或产业更加复杂的结构。本文
主要从双边市场的载体之一即现代产业园区的发展模型和策略等角度，对相关研究进
行概括和总结，提出现代产业园区打造双边经济的理论逻辑，为进一步展开相关研究
提供借鉴与参考

蚌埠 TL 现代产业园区是贯彻落实安徽省委、省政府文件精神和皖南先进城市援
建皖北城市的政策，是蚌埠和 TL 两市共同建立、位于蚌埠固镇县内的现代产业园区，
2012 年 4 月，正式确立为省级开发区。蚌埠 TL 现代产业园区作为城市经营平台的初
级阶段，既有着双边市场初期活力，也遭遇了进一步开拓发展的瓶颈

本文从双边市场经济的建立和发展的角度，对蚌埠 TL 现代产业园的发展现状、
存在问题等进行了有序的梳理，通过文献查阅、实地调研等方式，深入分析了蚌埠
TL 现代产业园发展中存在的管理权责不清晰，合作共建体制机制不完善；发展战略
模糊，市场机制作用未充分发挥；主导产业发展受限，招商引资面临挑战；基础设施
配套建设不足，人才吸引力不强等问题，针对这些问题，从双边市场角度对国内优秀
园区的先进成功经验进行分析，提出了推进蚌埠 TL 现代产业园发展的对策建议。通
过优化管理团队，打好双边市场管理基础；统筹产业规划，充分利用双边市场辐射和
扩散效应；创新政策引领，提升双边市场吸引力；坚持招大引强，扩大双边市场影响
力；推进区域联动，充分发挥双边市场的区域带动效应，解决蚌埠 TL 现代产业园深
层次发展问题，同时也对双边市场这一新兴经济理论的纵深发展和实践验证具有重要
意义

ABSTRACT
Bilateral market theory, also known as platform theory, is one of the hot topics that
regional economics and industrial economics have focused on and studied in recent years.
The birth and development of the bilateral market theory is the inevitable result of
economic and industrial development platform just unfolding platform change rapidly,
which is the essence of economic globalization and regional economic integration and
network information disclosure three major trends of integration. As one of the existing
modes of bilateral market, urban management platform is more complex than pure
bilateral market, enterprise or industry. This article mainly from the angle of carrier of
bilateral market namely the modern industrial park development model and strategy of
related research, summarize and put forward the modern industrial park to build the
theoretical logic of bilateral economic, for further research and provide reference.
Bengbu TL modern industrial park is the policy of implementing the spirit of the
Anhui provincial Party committee and the provincial government, and the construction of
the northern Anhui city by the advanced cities in southern Anhui. The modern industrial
parks will be jointly constructed by Bengbu, TL and two cities. In April 2012, the
provincial Party committee and the provincial government formally approved the Bengbu
TL modern industrial park as a provincial-level development zone. Bengbu TL modern
industrial park, as the initial stage of urban management platform, has both the initial
vigor of bilateral market and the bottleneck of further exploration and development.
This article from the establishment and development of the bilateral market
economy perspective, the problems of the orderly development status of Bengbu TL
modern industrial park, through literature review, on-the-spot investigation, in-depth
analysis of the existing TL Bengbu modern industrial park in the development of
management responsibility is not clear, system cooperation mechanism is not perfect

emerging economic theory has important significance.
