本文通过文献研究法、问卷调查法和代表约谈三个方法总结并了解了供水行
业和 HC 供水公司的绩效管理现状,发现该公司在绩效管理方面存在的问题,并对
问题存在的原因进行剖析,然后以供水企业作为民生企业的特殊背景,以安全生
产,供水稳定为重点要素,结合公司目前的实际情况,找到适当的方法,对其进
行优化,从而提高企业的管理效率,实现企业和员工发展的双赢

Abstract
Water supply company as a service industry , has the characteristics of
geographical limitations , regional monopoly , the social public. Water supply
company as an old state-owned enterprises, many problems and deficiencies in
performance management aspects, such as performance appraisal method, appraisal
index is too simple, not apply assessment results using improper and so on, with the
development and progress of the society, and enterprise performance management
level is also gradually improve and perfect , apparently Laos old state-owned
enterprises management mode has been unable to adapt to the development trends of
today&39;s society, so we need to combined with the company&39;s own situation the use of
modern performance management way to improve enterprise management level.
In this paper, through literature research, questionnaire survey method and
interview three methods to analyze the water supply industry and HC company
performance management present situation of water supply, found the company in the
performance management problems , analyzes the cause of the problem , and
combining with the principle of performance management system optimization and
target, to find the right performance appraisal method, help find suits own HC
