摘要
随着传统化石能源的日益枯竭以及环境污染问题的日趋严重,加快能源转
型,积极寻求可再生能源代替传统能源,改善环境污染和气候变化问题成为历
史发展的趋势。为此,各国纷纷出台政策鼓励清洁能源发展。在过去十年,中
国光伏产业已经达到世界领先水平。截止 2016 年末,中国的光伏产品产能和光
伏装机容量都稳居世界第一

光伏电站开发,属于光伏产业链的下游环节,是将光伏制造端的产品推向
应用市场,最终实现为终端电力消费者所使用。因此,执行高水平的光伏电站
开发建设和风险管理,对于光伏电站的普及和应用具有重要意义。然而,但是
光伏电站开发建设和风险管控方面还有许多待完善之处,加之各地政策的多样
性和不确定性,目前业内对于光伏电站的综合效益分析及风险管控方法并未统
一,从业者也在探索过程中。因此,本文以作者自身工作经验出发,结合国家
和地方政策,以内蒙古某 10MW 光伏电站为研究对象,梳理出具有普适性的光
伏电站效益分析和风险评价方法,以期为光伏电站开发行业从业者提供参考,
把控电站开发过程中的各种风险

本文在系统梳理光伏产业的国内外发展进程及研究动态的基础上,结合多
年项目开发经验,提出了光伏发电项目投资建设的风险识别方法及相对应的风
险评价指标体系;利用灰色关联度改进的 TOPSIS 法构建了光伏发电项目风险
评估模型;结合内蒙古某光伏电站的实际情况,从市场层面、技术层面和财务
层面分析了该光伏电站项目的经济效益,并利用所提风险评估模型进行了测算

作者希望通过本文研究为光伏电站开发领域的从业者提供参考,进而推动行业
向更加健康、有序、稳定的方向发展

Abstract
With the increasing depletion of traditional fossil fuels and the increasing use
of energy caused by environmental pollution problems, accelerating energy
transformation, actively seeking renewable energy instead of traditional energy
sources, and improving environmental pollution and climate change question has
become a trend of historical development. Therefore, countries have introduced
policies to encourage clean energy development. In the past decade, China&39;s
photovoltaic industry has developed to the global leading level. By the end of 2016,
China&39;s PV products capacity and PV installed capacity have ranked first in the
world.
Photovoltaic power station development, which belongs to the downstream
link of the photovoltaic industry chain, is the product of PV manufacturing to the
application market, and ultimately used for the end of the electricity consumers.
Therefore, the implementation of high level PV power station development,
construction and risk management is of great significance for the popularization and
application of PV power plants. However, there are still many areas to be improved
in the development, construction and risk management of photovoltaic power
stations, coupled with the diversity and uncertainty of local policies. At present, the
industry&39;s comprehensive benefit analysis and risk control methods for photovoltaic
power plants are not unified, and practitioners are also exploring the process. In
order to provide reference for practitioners of photovoltaic power station
development and to manage the various risks involved in the development of power
plants, based on the author&39;s own work experience, combined with national and
local policies, this paper takes the Inner Mongolia 10MW PV power station as the
research object, and combs out the universal benefit analysis and risk assessment
methods of photovoltaic power plants.
Based on the development and research trends of the photovoltaic industry at
home and abroad, and combined with years of project development experience, this
paper puts forward the risk identification method and the corresponding risk
evaluation index system of investment and construction of photovoltaic power

this paper constructs the risk assessment model of photovoltaic power generation
project. Based on the actual situation of a photovoltaic power plant in Inner
Mongolia, this paper analyzes the economic benefits of the PV project from the
market level, the technical level and the financial level, and makes use of the risk
assessment model to calculate. The author hopes to provide a reference for
practitioners in the field of PV power plant development through this study, so as to
promote the development of the industry in a more healthy, orderly and stable
direction.
