摘要
在我国金融市场中,商业银行是最重要的金融机构,在经济运行中扮演着信
用中介,将闲散的资金集中起来,再通过信贷等形式运用,能够对资源起到优化
配置的作用,同时,商业银行是为了盈利而存在,盈利性是其最重要的目的。由
于银行经营着特殊的商品,那么,商业银行在经营中势必存在着风险,因此,从
这个角度来说,管理一家商业银行,除了管理人员、组织结构等方面,还要管理
着银行面临的全部风险,商业银行的特殊之处就在于对风险的管理。作为信用中
介的银行在经营中,除了信用风险之外,还会由于市场环境的不景气或经济动荡
面临市场风险,由于资金短缺不足面临流动性风险,由于柜面操作人员的违规操
作及对风险管理不善而面临操作风险,这些风险对一家商业银行的业务经营都有
着重要影响。随着国内经济的发展,金融市场日益繁荣,特别是在当前互联网、
大数据等社会背景下,经济环境日益复杂,商业银行面临的操作风险加大,在日
常运营中,柜面业务操作风险成为商业银行基层运营机构中直接面临的最大的风
险。基于柜面为客户提供服务的柜面业务,是银行业务中重要部分,但在实际的
柜面业务操作中,发生风险的案例也屡见报端。如果不能有效的管理柜面操作风
险,将给银行带来不良的社会影响,除了直接的效益、管理等方面,最重要的是
声誉风险,因为银行本身也是在经营信誉。为了有效控制柜面操作风险,中国农
业银行采取了多项举措,实施多层次、全方位的操作风险管理的措施,把柜面操
作风险防范作为日常工作中监督考核的重中之重,以此提髙柜面业务的服务质量

作为农行县域支行A行,柜面业务的操作呈现出农行柜面业务的共性和县域服务
支行的特性,在A农行的柜面业务实际运营中,由于主客观的原因,存在着多处
风险隐患,比如操作流程、员工执行力以及运营系统等方面。如何结合自身实际
情况,在已有的柜面业务操作风险管理措施的基础上,更好地进行柜面业务操作
风险管理,已成为A农行必须面对和亟待解决的问题

本文在梳理研究背景及国内外研究文献的基础上,对研究问题进行理论分析,
然后将研宄对象具体化,论述了 A农行柜面业务发展现状,归纳总结了柜面业务
在运营中存在的问题,针对问题进行方案的优化设计,提出了方案实施的保障措
施,最后对本文的所做工作进行总结,进而得出A农行有效管理柜面业务操作风
险的结论。本文创新点主要体现在:第一,与大部分论文从宏观层面谈中国商业
银行柜面业务的操作风险不同,本文从微观层面入手,基于对A农行的分析,探
I 讨了 A农行在柜面业务操作管理中存在的问题,据此提出的柜面业务操作风险的
管理,操作性和针对性更强,在研宄内容上更具前瞻性。第二,针对A农行操作
风险管理存在的问题,提出了 A农行的柜面风险管理的优化设计方案,从事前防
范、事中控制、事后矫正三个方面进行方案设计,并且为方案的实施提出了保障
措施,从而更为全面的、有针对性的进行风险的控制

II Abstract
In China&39;s financial market, commercial banks are the most important financial
institutions, in the economic operation of the credit intermediary, the idle funds together,
and then through the use of credit and other forms of resources to optimize the role of

most important purpose. As a result of the operation of the bank with a special
commodity, then the commercial banks in the business is bound to exist risks, therefore,

commercial bank. Rising prosperity in recent years, with the financial market*
constantly complicated social and economic environment, face the operation risk of
commercial Banks, including counter business operational risks in commercial Banks
in operation risk has become an extremely important aspect, is the biggest in the
day-to-day running business organizations at the grass-roots level the risk of the most
direct. Counter of the bank to provide service for the customer&39;s important place, in the
process of counter operation risk case occurred. Counter control operational risk to the
bank management, benefits and reputation has brought great negative impact.
Agricultural bank of China attaches great importance to the counter in business
operation and the management of risk prevention, formulated a series of,multi-level
and comprehensive coverage of counter business operation risk management measures
to ensure the quality of counter business, pay attention to counter business operation
risk prevention. As ABC county branch lines, A counter business operation present
agricultural bank counter business of commonness and characteristics of county service
branch. Counter business of internal operation process, personnel, system and so on
variovis aspects have operating risks. How to combine their own actual situation, the

and problems to be solved.
On the basis of combing the research background and domestic and foreign
research literature, this paper makes a theoretical analysis of the research problem, then
analyzes the object of the study, discusses the problems of the operational risk of the
A-line office business, and summarizes and discusses the counter business Operational
risk improvement measures, and finally summed up the work done in this paper, A

conclusions. This article innovation mainly reflected in: firstly, from the macro level ,
the difference between this article from most of the papers talking about China&39;s
commercial bank counter business operation risk is that this article obtains from the
micro level to the agricultural bank of China A line counter business operation risk case
as the research object, deeply analyze the counter the current situation of operational
risk, management problems, thus put forward the counter business operation risk
management, operational and targeted stronger, more forward-looking on research
content. Secondly, according to the problems existing in A ABC&39;s operational risk
management, this paper puts forward the optimal design scheme of counter-risk
management of A-ABC, and puts forward the scheme design in three aspects:
pre-prevention, event control and post-correction. The safeguard measures, so as to be
more comprehensive, targeted risk control.
