摘要
近年来，银行业金融机构的业务范围越来越宽、资产规模也越来越大，农村商业银行
作为农村地方金融机构也不例外，但随着而来的是其所面临的操作风险也在增大。《巴塞
尔新资本协议》的出台，再次引起银行业对操作风险的重视和关注，同时也提高了操作风
险的管理要求。农村商业银行由农信社改制而来，基础管理、机制构建等方面“先天不足”，
操作风险管理的形式较国有商业银行、股份制银行更为严峻

本文以实际应用为目的，将笔者所在单位作为研究对象，对 PL 农村商业银行的操作
风险管理的识别、评估与控制进行了分析和研究。首先在对相关研究和操作风险的基本概
念进行了总结；通过数量化分析、实例例举阐述了 PL 农村商业银行的操作风险管理现状，
理清了问题及其成因；结合 PL 农村商业银行实际，借鉴并使用操作风险与控制识别评估
（RCSA）的方法对 PL 农村商业银行的操作风险进行了识别与评估；然后从体系建设、
风险监测及计量、识别预评估和风险报告四个方面提出了操作风险控制策略以及实现这一
系列措施的保障措施，以确保风险防控目标的实现

Abstract
In recent years, the scope of business of banking financial institutions has become wider
and wider, and the scale of assets has become more and more large. Rural commercial banks are
no exception as rural local financial institutions, but with the operational risks they face

caused attention to the operational risks and attention, but also improve the operational risk
management requirements. Rural commercial banks from the rural credit cooperatives from the
restructuring, basic management, mechanism construction and other aspects of inherent
deficiencies, the operation of risk management in the form of state-owned commercial banks,

In this paper, the author uses the unit as the research object, and analyzes and studies the
operation risk management of PL commercial bank. First of all, the basic concepts of relevant
research and operational risks are summarized. Through the quantitative analysis, the examples
illustrate the current situation of operational risk management of PL commercial banks, and
clarify the problems and their causes. Combining the actual situation of PL commercial banks,
(RCSA) is used to identify and evaluate the operational risk of PL commercial banks. Then, the
operation of risk management is discussed from four aspects: system construction, risk
monitoring and measurement, identification of pre-assessment and risk reporting. Risk control
strategies and safeguards to achieve this series of measures to ensure the realization of risk
prevention and control objectives.
